DETAILS:

On 2/18/17 at approximately 0500 hours, Officers from the Oxnard Police Department and members from the Public Works Department responded to Ventura Road north of Stone Creek Drive reference flooding to the roadway.

The northbound lanes of Ventura Road from Stone Creek Drive to Wagon Wheel Road are currently closed, due to the heavy rainfall. Traffic will be effected in the surrounding area.

The Oxnard Police Department asks that motorists seek alternates routes when driving in the area. There is no estimated time for re-opening the road.

On February 17, 2017, at 2:00 PM, the Oxnard Violent Crimes Task Force, along with the Oxnard Special Enforcement Unit and K9 unit, contacted a wanted fugitive in the 4500 block of Olds Road, Oxnard. The suspect identified as Raymond Suarez Jr, had several active felony warrants for his arrest including two (2) counts of attempted murder from the State of Oregon. Raymond Suarez Jr is an active member of a criminal street gang in Oxnard. He was booked into the Ventura County Jail.

On February 16, 2017, at approximately 0952 hours, officers were dispatched to the area of Robert Ave. and N. A Street to investigate a possible attempted carjacking of a 67 year-old victim.

When the victim was contacted, he confirmed that he was washing his car when he was confronted by two male juveniles. One of the juveniles was in possession of a knife and demanded the victim’s car keys. The victim refused to relinquish his keys and ran for help.

Officers from the Neighborhood Policing Team were in the area and responded to the call. They located the suspected juveniles in the 500 block of N. A Street. The juveniles ran from the officers but were quickly apprehended. The victim identified the juveniles and a security video from a local business confirmed the victim’s story, however, the investigation is still ongoing. The juveniles were arrested for the attempted carjacking, resisting arrest, and elder abuse. On January 20, 2017, 7:00 am, The Oxnard Violent Crimes Unit (VCU) arrested a male juvenile responsible for committing a series of three (3) armed robberies in the 200 block of west Pleasant Valley Road, Oxnard. In each of these robberies the juvenile suspect brandished a firearm. During a search of the juvenile’s residence a replica firearm was found.

Oxnard’s Neighborhood Policing Team along with patrol officers assigned to the area where the robberies occurred collaborated with VCU investigators to positively identify the juvenile suspect.

The juvenile is currently in custody at the Ventura County Juvenile Justice Center awaiting his hearing.

Investigators continued working this case following the arrest delaying a timely press release.

On February 6, 2017, at about 9:30 p.m., officers were dispatched to a missing juvenile last seen when his parents dropped him off at Bard Elementary School, located at 622 E. Bard Rd, Port Hueneme, this morning. The parents became concerned when he didn’t return home.

The missing juvenile is Hector Adriel Flores, 9 years old. He is described as a Hispanic male, 4’8”, 79 pounds, black hair, and brown eyes. He was last seen wearing a black sweater with “GAP” on the front in grey letters, blue jeans and grey Nike shoes (see attached photo).

The Oxnard Police Department does not suspect any foul play. We are urging the public to immediately contact the Oxnard Police Department if they see him or have any information as to his whereabouts.

Enhanced Traffic Enforcement nets 139 citations 4 arrests and 4 vehicles impounded

On Thursday, February 2, 2017, and Thursday, February 9, 2017, officers from the Oxnard Police Department Traffic Unit and Neighborhood Police Team partnered with the California Highway Patrol in a coordinated effort to combat illegal street racing, reckless driving, and unsafe vehicles operating on the roadway.

After receiving complaints from citizens of large numbers of vehicles gathering and disturbing at different locations around the city, officers collaboratively worked together to address the issue. Over 2 days, during 4 hour time periods, officers stopped 150 vehicles and issued 139 citations. Four people were arrested for exhibition of speed, outstanding warrants and 1 person was arrested for narcotic violations. During the course of the enforcement, 4 vehicles were impounded.

Over the past several years, there has been an increased presence of these types of unsanctioned events in Oxnard and throughout the county. Street racing, drag racing, drifting, and other forms of unpermitted driving create a very dangerous environment for everyone around. We encourage these groups to find legal, permitted, and official locations to show their vehicles. However, unsafe vehicles and driving practices will not be tolerated, and those doing these acts will be subject to citations, vehicles being towed, and possibly arrested.

It is the mission of the Oxnard Police Department to promote safety and to reduce the number of collisions through Education, Enforcement, and Engineering. We will continue to work with other local agencies and citizens to address this dangerous problem within our city and county. It is a continued focus that we create a safer environment for our community and motorists coming to and through our city.

On February 5, 2017, the Oxnard Police Traffic Unit conducted citywide enhanced traffic enforcement and DUI enforcement saturation patrol.

The Traffic Unit conducted enhanced enforcement between 1200 and 1700 hours. During this time, officers conducted traffic enforcement stops and issued 85 citations. Two DUI drivers were arrested and one motorcyclist was arrested for exhibition of speed.

The Traffic Unit also conducted a DUI enforcement saturation from 1700 to 2200 hours. 30 citations were issued and two additional DUI drivers were arrested. A total of seven vehicles were towed during both operations.

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These DUI operations are an effort to reduce the number of alcohol and drug-related crashes and to make our roadways and community safer. Impaired driving can be deadly. A driver is considered alcohol-impaired with a blood alcohol concentration (BAC) of .08% or higher, but even a small amount of alcohol can impair judgment and slow reaction times enough to make driving unsafe. Drugs such as many prescription medications, marijuana, or illicit drugs can also lead to impairment and unsafe driving leading to a DUI. We remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) through the National Highway Transportation Administration.

DETAILS:

The traffic signals controlling the intersection of C Street and 9^th Street are currently not functioning. Although stop signs have been placed at the intersection, officers have noted vehicles failing to stop at the intersection. Therefore, residents are advised to use an alternative route if possible or use caution when proceeding through this intersection.

The City of Oxnard Traffic Engineers are working to repair the intersection but estimate that it may take several days to return to normal functioning.

Drivers are reminded that if traffic signals are not functioning properly at a controlled intersection, they are required by law to stop at the intersection and proceed according to stop sign law.

On February 4, 2017, at approximately 0108 hours, officers from the Oxnard Police Department were dispatched to a residential burglary in the 4800 block of Shoreline Way. The resident saw the suspect removing property from the garage and provided police dispatchers with a description of the suspect and his vehicle.

Responding officers located the suspect vehicle fleeing the area and stopped the vehicle. Officers confirmed that a burglary had occurred and arrested Jess Gutierrez. The property from the burglary along with additional stolen property was located in Gutierrez’s vehicle. Gutierrez was booked into Ventura County Main Jail. The property was returned to the victim.

OXNARD POLICE DEPARTMENT

NEWS RELEASE

On 2/3/17, at approximately 11:00 a.m., a detective from the Auto Theft Vehicle Task Force, located a grey Nissan Maxima near the intersection of Ninth St. and Hobson Wy. The detective noted that the vehicle matched the description of a recently stolen Maxima and that the license plate on this vehicle appeared to be false. Officers conducted a traffic stop on the vehicle at the intersection of Hobson and Rigging. The driver, identified as 36 year old Oxnard resident Jose Rodriguez (photo below), attempted to quickly walk away from the vehicle but was detained.

Officers checked the vehicle’s identification number and learned that the vehicle had been reported stolen. Rodriguez was arrested for vehicle theft. Rodriguez was searched incident to his arrest and officers located a meth pipe. Rodriguez was booked for vehicle theft, possession of narcotic paraphernalia and was booked into the Ventura County Jail.
