On November 1, 2017, at approximately 4:25 a.m., officers from the Oxnard Police Department and EMS personnel responded to a single vehicle collision on Harbor Boulevard south of Wooley Road. When officers arrived, they discovered that a Ford Expedition with six occupants had collided into a tree in the center divider. The driver, identified as 18-year-old Port Hueneme resident Jazmine Castro, and one passenger, identified as 18-year-old Camarillo resident Gissell Mares, were pronounced deceased at the scene.

The four remaining passengers were transported to local hospitals; 19-year-old Christina Cruz of Oxnard, 19-year-old Sonia Martinez of Oxnard, and a 15-year-old male juvenile of Port Hueneme sustained minor to moderate injuries and are listed in stable condition. However, despite receiving medical treatment, a 17-year-old female passenger of Ventura succumbed to her injuries.

Based on the preliminary investigation, traffic investigators determined that the Ford Expedition was traveling southbound on Harbor Boulevard and then veered onto the center divider colliding into a palm tree. It is believed that speed and alcohol is a contributing factor to the collision. The collision is still under investigation.

On October 30^th, 2017, at 8:15pm, Oxnard Police Officers responded to a call of two shooting victims in the 300 block of Cuesta Del Mar, in Oxnard. Nearby witnesses stated hearing multiple gunshots and seeing two possible suspects driving away from the area in a dark colored sedan. Police were unable to locate the vehicle or the suspects at the time.

Upon arrival, officers discovered two male victims suffering from multiple gunshot wounds. Both victims were transported to the Ventura County Medical Center for further medical treatment. Their gunshot wounds were determined not to be life threatening. Investigators are continuing to follow up on additional information obtained at the scene.

On October 29, 2017, at approximately 0345 hours, officers from the Oxnard Police Department were dispatched to a commercial burglary in the 800 block of South Ventura Road. An alert citizen saw the suspect preparing to break the front window of the gas station mini-market with a bat and provided police dispatchers with a description of the suspect.

Responding officers arrived moments later and detained Jose Cendejas, a 35-year-old Oxnard resident, who was fleeing from the business with three cases of beer. Officers confirmed that a burglary had occurred and used video footage to identify Cendejas as the suspect. Cendejas was booked into Ventura County Jail for the commercial burglary. The property was later returned to the business.

DUI Checkpoint nets five arrests

The Oxnard Police Department Traffic Unit conducted two DUI/Driver’s License Checkpoints on October 28, 2017, between the hours of 8:00 p.m. and 2:30 a.m. The first checkpoint was located in the southbound lanes of Vineyard Avenue north of St. Mary’s Drive and the second checkpoint was located in the northbound lanes of Oxnard Boulevard north of Second Street. DUI Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. The Oxnard Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

The following are the results of the DUI/Driver’s License Checkpoints:

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspension and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

The Oxnard Police Department will be conducting another DUI/Driver’s License Checkpoint on November 17, 2017, in our ongoing commitment to lowering deaths and injuries upon our streets and highways.

The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

On 10/29/17, at 12:06 a.m., officers from the Special Enforcement Unit located a white Volkswagen Passat, that had been reported stolen from the City of Camarillo, in the area of Kamala St. and “M” St. As officers attempted to conduct a traffic stop on the vehicle, the suspect attempted to evade the officers. The suspect, 25-year-old Oxnard resident Angel Cardona, collided with a brick wall and the vehicle he was driving overturned in the north alley of the 900 block of W. Juniper St. Officers extracted suspect Cardona and his 24-year-old female passenger from the vehicle. Officers found a loaded handgun in the stolen vehicle that Cardona was driving. Suspect Cardona and his passenger were both transported to local hospitals and treated for minor injuries sustained in the collision.

Cardona is a documented criminal street gang member who has been served with a court ordered gang injunction. Cardona was charged with being a felon in possession of a loaded firearm, vehicle theft, and for violating the gang injunction (possession of dangerous weapons and for vehicle theft). Cardona was also charged with being a Parolee at Large.

On 10/27/17, at approximately 1150 hours, a member of the Oxnard Police Department Auto Theft Task Force observed Reyes Sagastume in the 400 block of Palm Drive. Sagastume was wanted for violating his probation for possession of a stolen vehicle.

Officers attempted to make contact with Sagastume when he fled into his residence and barricaded himself. Approximately one hour later, Sagastume exited the residence and was taken into custody without incident. Reyes Sagastume was booked for the outstanding felony warrant and resisting arrest.

The Oxnard Police Department Auto Theft Task Force was created in 2015 to address stolen vehicle issues within the City of Oxnard. The Department has added additional officers to the Auto Theft Task Force and is conducting enhanced enforcement to combat vehicle theft. As part of this effort, the Oxnard Police Department is utilizing bait cars to increase apprehension of auto theft suspects.

The Oxnard Police Department urges residents to park their vehicles in well-lit areas, lock their vehicles and to use anti-theft devices. It is also recommended to not leave vehicles unattended with the engine running as this is a common method of vehicle theft. Additionally, don’t leave spare keys (including valet keys) in your vehicle, even if it is locked. Vehicle theft is a crime of opportunity, therefore, prevention is the most effective way to avoid it.

DUI/Driver’s License Checkpoint Planned this Weekend

The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s License Checkpoint on October 28, 2017, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

The deterrent effect of High Visibility Enforcement using both DUI checkpoints and DUI saturation patrols has proven to lower the number of persons killed and injured in alcohol or drug-impaired crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.

DUI checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

In California, alcohol involved collisions led to 1,155 deaths and nearly 24,000 serious injuries in 2014 because someone failed to designate a sober driver. Over the course of the past three years, Oxnard PD officers have investigated 746 DUI collisions which have claimed eight lives and resulted in another 490 injuries.

Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing, delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment effects.

The DRAGG (Drag Racing Against Gangs and Graffiti) after school program has done it again! DRAGG, along with Ford Motor Company, have teamed up to design this new 2018 Police Themed Mustang like no other – and DRAGG is extremely honored to be a partner with Ford. The Mustang will be unveiled next week on October 31, 2017, at the SEMA (Specialty Equipment Market Association) show at the Las Vegas Convention Center. In January, the DRAGG team submitted a project vehicle proposal to Ford and were chosen from thousands of other entries.

DRAGG was selected to build this 2018 Ford Ecoboost Mustang alongside several other teams that will be displaying their projects at the show for thousands to see. Along with Ford, DRAGG teamed up with several other after-market equipment companies to help design the vehicle. The Mustang, referred to as “The Guardian”, symbolizes the commitment of the police to the communities they serve.

The DRAGG program began here at the Oxnard Police Department in 2011 and continues to grow throughout Ventura County thanks to the Ventura County Office of Education. High school students attend the DRAGG program twice a week at facilities here in Oxnard, and Fillmore where students receive 5 to 10 credits per semester. The DRAGG program has graduated over 350 students and have awarded over 75 scholarships to further their educational endeavors.

DRAGG is also expanding its youth program to the Phoenix, Las Vegas, and Santa Barbara Police Departments.

On October 25, 2017 at 9:53 pm officers from the Oxnard Police Department responded to an armed robbery at the Baskin Robbins, 3520 Saviers Road in Oxnard. The officers determined the suspect entered the business, brandished a black handgun and demanded money. After taking an undisclosed amount of cash, the suspect fled the business running in an eastbound direction.

The suspect was described as a white male adult, 37 years old, 6’1” tall, medium build, with his hair in a ponytail. He was wearing a black baseball hat, bright yellow shirt and khaki pants. The suspect was not located in the area after the robbery.

On October 20, 2017, at approximately 7:00 am, Investigators from the Oxnard Police Department’s Violent Crimes Unit (VCU) in conjunction with the Oxnard Police Department’s Special Enforcement Unit (SEU) served a search warrant at a residence located in the 3000 block Merced Pl, City of Oxnard. During the service of the search warrant investigators located one shotgun, two home-made zip guns, and over 100 rounds of ammunition. The suspect, Henry Magana, was not at home at the time the warrant was served. Update: VCU investigators arrested Magana today. Magana was booked into county jail and charged with assault with a deadly weapon (firearm).

The search warrant was in response to the recent violence throughout the city. The Oxnard Police Department, Violent Crimes Unit, and the Special Enforcement unit are committed to reducing gang crimes and gun violence in the City of Oxnard through strict enforcement of laws specifically targeting known and active gang members residing in the city.
