On Friday, January 19, 2018, between the hours of 8:00 p.m. and 3:00 a.m., officers from the Oxnard Police Department conducted a DUI/Driver’s license checkpoint in the City of Oxnard. The checkpoint was conducted in the southbound lanes of Oxnard Boulevard south of Spur Drive. This location was chosen to provide increased DUI deterrence and in response to recent alcohol-related arrests and/or DUI collisions.

Additional officers conducted a DUI saturation patrol throughout the city.

The checkpoint resulted in the following:

959 vehicles through
737 drivers screened
Five DUI investigations
Four DUI alcohol arrests
One DUI alcohol/drug arrest
One misdemeanor warrant arrest
One citation issued to unlicensed driver
Five total citations issued
Two vehicles towed

The DUI saturation patrol resulted in the following:

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol-related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

It is with great sadness that the Oxnard Police Department announces the sudden passing of one of its police service dogs, K9 Jax.

On Wednesday, January 17, 2018, Jax began showing symptoms of an illness during regularly scheduled training. Jax was taken to a local veterinary hospital, and following a series of procedures, it was discovered that the 5 ½ year-old Belgian Malinois had a large, inoperable tumor near his heart and lungs. The tumor was bleeding, further compounding his condition, and impeding his lung function. Surrounded by his partner/handling officer, family, and friends, Jax succumbed to his illness.

“With Jax’s passing, we have lost a beloved family member of the Oxnard Police Department” said Assistant Police Chief Jason Benites. “Our K9 officers are tightly bonded with their canine partners, who work tirelessly to help protect our community. Jax will be missed by many. Please keep Jax, his handler, and their family in your thoughts during this difficult time.”

Jax began his service with the Oxnard Police Department in 2013. He was known as a driven and determined award-winning K9. DUI/Driver’s License Checkpoint Planned this Friday

The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s License Checkpoint on Friday, January 19, 2018, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely. DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

In California, this deadly crime led to 867 deaths and over 23,000 serious injuries in 2013 because someone failed to designate a sober driver. Nationally, the latest data shows over 10,000 were killed by an impaired driver. Over the course of the past three years, Oxnard officers have investigated 683 DUI collisions, which have claimed eight lives and resulted in another 428 injuries.

Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment effects.

Law Enforcement emphasizes the preventable nature of drunk driving reminding everyone that all it takes is a little planning ahead. Designate a sober driver or call a cab. But whatever you do, don’t drink and drive. The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is now available for free download on iOS and Android devices. Launched last year, the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life-saving role. They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

On January 18, 2018, at approximately 07:00 a.m., Investigators with the Oxnard Police Department’s Violent Crimes Unit (VCU) in conjunction with the Special Enforcement Unit (SEU) and K-9 unit served a search warrant at a residence in the 4600 block of Phoenix Drive, City of Oxnard. During the search warrant several firearms were located including two shotguns, a stolen handgun and over 100 rounds of ammunition. One of the residents, Edgar Ventura, was arrested for an outstanding felony warrant and firearm related charges. Ventura’s associate, Rafael Alvarado, was arrested for a felony violation of probation.

The search warrant was in response to the recent violence throughout the city. The Oxnard Police Department, Violent Crimes Unit, and the Special Enforcement unit are committed to reducing gang crimes and gun violence in the City of Oxnard through strict enforcement of laws specifically targeting known and active gang members residing in the city. At sunrise this morning, members of the Oxnard Police Department’s Neighborhood Policing Team with assistance from the Special Enforcement Unit, Traffic Unit, and Ventura Police Department’s Patrol Task Force led an operation at the Halaco site, located at 6200 Perkins Rd. The purpose of the operation was to follow up with the inhabitants that were previously directed to vacate the property by January 17, 2018. Halaco inhabitants had been repeatedly advised that they were trespassing on private property, and would be subject to arrest if they did not vacate the property by the deadline.

During this morning’s operation, police and social service workers contacted thirty-six (36) persons on the site. All 36 individuals voluntarily left the premises and it was not necessary to make any arrests for trespassing.

Assistant Chief Jason Benites said, “We are pleased that we did not have to arrest anyone for trespassing this morning. Though some individuals had outstanding arrest warrants, our preference from the beginning has been to seek compliance from those who have been camping there. Hopefully those who vacated the premises do not return, as they will face arrest if they do. ”

Seven (7) were arrested for outstanding warrants. Seventeen (17) vehicles that were determined to be either abandoned or inoperable were towed.

“We first had the abandoned, inoperable vehicles towed, in order to afford others with operable vehicles to remove them from the site,” said Benites. “Vehicles are a means for the people that are here to leave, and we did not want to take away that option from them.”

In order to assist Halaco inhabitants with their ability to vacate the site, Police and workers from Oxnard City Corps also offered to place personal belongings into temporary storage. Several of the Halaco inhabitants took that option. Items that were stored were first photographed, geo-coded with a mobile app, then cataloged for storage. Halaco inhabitants were given instructions how to make arrangements to retrieve their belongings at a later time. The City of Oxnard will hold such property for up to ninety (90) days; unclaimed property will then be subject to disposal.

The intersection of Perkins Rd. and McWane Blvd. is temporarily blocked with barricades for up to ninety (90) days, while the scheduled abatement of the property takes place. Vehicular, bicycle, and pedestrian access is restricted south of the intersection, and the barricade is being monitored by security guards, 24 hours a day. Several “no trespassing” signs were also posted in conspicuous places to deter people from entering the site.

The Police Department will continue future sweeps through to the Halaco site, to ensure that people have not returned. All of the Halaco inhabitants have been advised that moving forward, any individual found to be trespassing on site will be taken into custody and charged with trespassing, a misdemeanor.

The Halaco site, formerly a recycling facility and currently an EPA superfund location, is not safe to inhabit. The living conditions are unsanitary. Accumulated piles of refuse raise health concerns, and have negative environmental impacts on the adjacent Ormond Beach Wetlands, a nature preserve with protected and endangered species.

To remedy concerns about this site, the City of Oxnard initiated an abatement process for the site in August of 2017. Once abatement work begins later this month, this process will consist of trash cleanup, debris removal, vegetation abatement, and demolition of free-standing concrete walls.

We encourage those seeking temporary shelter to visit the West County Winter Warming Shelter located at the Ventura National Guard Armory through March 31, 2018. The shelter opens nightly at 6 PM and provides a hot dinner meal, a place to sleep, showers and breakfast. The shelter is a County collaborative and is available for single occupants and families. For information concerning this, as well as additional services, the public can call “211” or (805) 385-1800.

We would like to remind the public that while the City of Oxnard does not provide any direct homeless services or emergency housing, the City does provide funding to several agencies and non-profit organizations that do provide such services. On January 14, 2018, at about 12:40 A.M., officers from the Special Enforcement Unit conducted a traffic stop in the area of Palm Drive and C Street. The driver of the vehicle, David Gonzales was found to be under the influence of a controlled substance and arrested. During a search of the vehicle, officers located a stolen .357 caliber revolver as well as narcotics and paraphernalia indicative of drug sales. Gonzales is a documented gang member.

Gonzales was arrested and later booked into the Ventura County Jail for possessing a stolen firearm while under the influence of a controlled substance and possession of a controlled substance for sales.

On 1/12/18, at approximately 7:30 p.m., officers from the Special Enforcement Unit responded to a residence in the 100 blk of Lupita St. to conduct a probation search and compliance check on Pablo Reynosa. Reynosa is currently on probation for burglary and a convicted felon who had been previously indicted in “Operation Supernova” in 2011. Operation Supernova targeted drug traffickers associated with the Colonia Chiques Criminal Street Gang.

As officers arrived at the location, occupants barricaded themselves in a room, in the residence. Officers received information that Reynosa was in possession of at least two firearms. Officers also received information that Reynosa was in the company of Marie Salas; a records check confirmed that she had a felony warrant. Officers surrounded the residence and attempted to make contact with Reynosa and Salas for over two hours.

Reynosa and Salas ultimately surrendered to officers and were taken into custody without incident. Officers searched Reynosa’s room and recovered three handgun magazines, one which was loaded. Officers also located a stun gun in Reynosa’s room. Reynosa was charged with being a felon in possession of ammunition, felon in possession of a stun gun, and for resisting arrest. Salas was arrested for her felony warrant.

At 6:30 AM this morning, members of the Oxnard Police Department’s Neighborhood Policing Team and Traffic Unit led an operation at the Halaco site, located at 6200 Perkins Rd. The purpose of the operation was to follow up with the inhabitants that were previously served a “notice to vacate” on October 19, 2017. The original notices provided direction to vacate the area by December 5, 2017. However, this date was extended to coincide with the opening of Ventura County Winter Warming Shelter, which experienced a delay in its opening.

The Police Department partnered with various social service providers and faith-based representatives to provide Halaco’s inhabitants with offers of assistance. Such assistance includes help in their relocation or decision to accept appropriate services. Since mid-2017, members of the Oxnard Police Department, along with social service providers including the Salvation Army, St. Vincent de Paul, Ventura County Homeless Services, and City departments have made numerous contacts with inhabitants at Halaco to offer them social services. By the end of November of 2017, ninety-three (93) persons had been contacted on this site and offered services. Ventura County Emergency Medical Services also provided hepatitis vaccinations to approximately thirty-five persons and flu shots for approximately forty (40) persons.

During this morning’s operation, police and service providers contacted forty-eight (48) persons on the site. Six (6) of them indicated willingness to accept social services.

Another significant part of this operation was to notify all persons on the Halaco site that they were trespassing on private property, and they would be subject to arrest as of Wednesday, January 17, 2018. Flyers were distributed and a large sign was posted stating this. All vehicles on the premises were tagged with notices that they would be subject to towing on that date.

With its population of several dozen squatters living there, the Halaco site has placed a disproportionate demand on public safety resources over the past year. The location has been a leading “repeat service call” location, with calls for service ranging from violent crimes, property crimes, gang violence, and drug-related activity. A homicide involving one of its inhabitants occurred in January of 2017, as well as several violent crimes throughout the year. These crimes included two firearm-involved carjackings, one of which involved an Oxnard resident being kidnapped and taken to the site. An employee of a nearby business was assaulted with a knife by a Halaco inhabitant. During the 2017 Thanksgiving Holiday, a man was shot and another was battered with a hammer. Over a dozen stolen vehicles were recovered on the site in 2017, and more in the immediate area. The Fire Department has responded several dozen times to several fires, as well as injured persons and overdoses. Additional incidents with some connection to the Halaco site and/or its residents have also occurred in the surrounding area.

In order for the abatement to begin, all persons and vehicles on the site must vacate the premises. A deadline to vacate has been set for Wednesday, January 17, 2018. Starting on that date, the Police Department will begin enforcement operations at the site. Officers will arrest individuals found on the site, and all vehicles on the premises will be towed.

“Enforcement is most certainly not our preferred option,” said Assistant Police Chief Jason Benites. “We are hoping for compliance and would prefer to not have to arrest a single person, nor tow a single vehicle. The fact remains however, that this is private property currently undergoing an abatement process, and everyone must leave. This is also not a safe place for people to live. We also realize that the subject of homelessness is a difficult one, and we are doing everything that we can to give the Halaco inhabitants reasonable time to leave, as well as present them with numerous opportunities to accept services that are intended to help them address their situations.”

The Oxnard Police Department is working with social service providers and various clergy in an effort to encourage the occupants that it is in their best interests to leave the site voluntarily. On January 1, 2018, at about 6 P.M., officers from the Special Enforcement Unit conducted a traffic stop in the area of Camino Del Sol and Entrada Drive. The front passenger of the vehicle, Joseph Hidalgo, had several outstanding warrants and was arrested. During a search of the vehicle, a .22 caliber handgun was located. Hidalgo is a documented gang member and is on probation.

Hidalgo was arrested and later booked into the Ventura County Jail for possessing a firearm while on probation and for carrying a concealed firearm in a vehicle.

The Oxnard Police Department is asking community members, “What if YOU could help solve a crime? What if YOU could provide valuable intelligence to detectives and help close a case?”

This morning, your Oxnard Police Department launched two new ways to facilitate media collection and storage of potential evidence. The “Eyes on Crime” Surveillance System Registration encourages the public to provide video footage to help officers possibly identify and prosecute suspects of crime. By registering your surveillance system with the “Eyes on Crime” program, you give officers an idea of where they can find potential video evidence in a timely manner. This assists our patrol officers and investigators in locating video evidence immediately in case there is a need to piece together what occurred during an event or identify suspects.

All a community member or business owner needs to do is fill out a simple form, either online or by visiting the police department, to provide information on their surveillance system. Surveillance systems can be either residential or business and times they can be accessed are noted. In addition to the “Eyes on Crime” program, the Oxnard Police Department will also be offering Axon Citizen. Axon Citizen is a new way to upload evidence to the Oxnard Police Department by allowing officers to send a link where community members can safely upload media.

Axon has been a partner of the Oxnard Police Department since the summer of 2016 and has been the application used in conjunction with the body-worn cameras. Any footage officers record using body-worn cameras is uploaded directly to cloud storage where it is kept for use in court. During calls for service, officers receive media from a community member and then upload it themselves to cloud storage. Axon Citizen allows community members’ video and photos to be uploaded via a link directly to cloud storage, in effect cutting out the middle man.
