On December 15, 2017, at approximately 9:52 p.m., officers from the Oxnard Police Department were checking the area of Perkins Road and McWane Boulevard related to an earlier call for service. A vehicle was located in the area and detained for a vehicle code violation.

As officers approached the vehicle, they saw that the right front passenger, 21-year-old Oxnard resident Mark Garganta, had a 9mm semi-automatic pistol concealed on the floorboard near his feet. Officers immediately took Garganta into custody and determined that the pistol was loaded with several rounds of ammunition.

The vehicle was later searched and several additional rounds of ammunition for the pistol were found. Garganta is a convicted felon who is prohibited by law from possessing firearms. Garganta was arrested for various firearms and other related charges and later booked into the Ventura County Jail for the violations.

Remember: Drive Sober or Get Pulled Over

This holiday season, The Oxnard Police Department will work around the clock to keep drivers and passengers safe as they search for impaired drivers. From December 15, 2017, through January 1, 2018, law enforcement is partnering with the California Office of Traffic Safety (OTS) and National Highway Traffic Safety Administration (NHTSA) in a special year-end Drive Sober or Get Pulled Over enforcement mobilization to get impaired drivers off the street and to spread the word about this dangerous crime.

As part of the holiday enforcement campaign period, police, sheriff and the CHP will be deploying DUI Checkpoints and DUI Saturation Patrols during the upcoming 18-day DUI crackdown throughout the region. The Oxnard Police Department will be conducting a DUI/Driver’s License Checkpoint on December 16, 2017, between the hours of 8:00 p.m. and 3:00 a.m. The Oxnard Police Department will also be conducting DUI Saturation Patrols on the weekends leading up to the New Year, including New Year’s Eve.

Driving under the influence of alcohol can have deadly, devastating consequences. Nationally in 2016, 37,461 people were killed in motor vehicle traffic crashes, and 28 percent (10,497) died in crashes where a driver had a blood alcohol concentration (BAC) over the limit of .08. California reported 1,059 DUI deaths at .08 or above.

In recent years, California has seen an increase in drug-impaired driving crashes. The Oxnard Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana use can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

“Two simple words can keep your holiday festivities safe – plan ahead,” said OTS Director Rhonda Craft. “Before you head out to any celebration, plan how you are getting home safely. If you are drinking, that means knowing what sober driver or service you will be using.”

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more.

Funding for these DUI operations is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

The Oxnard Police and Fire Department, in conjunction with Target at the Collection, were proud to host the Seventh Annual Heroes & Helpers event. The Heroes & Helpers program fosters strong community relationships by pairing public safety officials with youth to shop for the children’s families during the holidays. This year, thirty (30) well deserving children from the Oxnard School District were chosen to shop with our first responders and Target team members. Students were selected by the School Resource Officers in partnership with the school principals and counselors. Students had a special meet and greet with Santa and Mrs. Claus before enjoying a $200 shopping spree.

On December 12, 2017, at 5:55 p.m., Officers from the Oxnard Police Department responded to a call of a stabbing victim in the 500 block of S. ‘K’ Street. Officers located Delgado (victim) who suffered three (3) non-life threatening stab wounds. He was transported to Ventura County Medical Center by ambulance where he underwent surgery and is currently in stable condition. The Oxnard Violent Crimes Unit is currently investigating the circumstances of the attack.

The Oxnard Police Department is seeking the public’s assistance in locating a missing dependent adult male. Mr. Refugio Soria, 82 years old, walked away from his care home in the 1400 Block of West Gonzales Road, Oxnard, around 11:20 AM this morning. Mr. Soria is described as a Hispanic male, 5’-04” tall and weighs approximately 200 lbs. He was wearing a dark grey jacket, blue jeans, and black shoes. DETAILS: (Oxnard, Calif) – On December 5, 2017, at approximately 11:30 p.m., Oxnard police officers responded to a report of a stabbing victim in the 300 block of North Rose Avenue. The police officers arrived on scene and located the victim, 26-year old Jesus Pizano, suffering from multiple stab wounds. Pizano was transported by ambulance to the Ventura County Medical Center and listed in critical condition. Despite the life-saving efforts of the medical staff, Pizano died on December 8, 2017, at approximately 3:30 p.m.

Pizano’s death is being investigated as a homicide. The Oxnard Police Department’s Major Crimes Unit is leading the investigation. Detectives advise there is no clear motive at this time.

This is Oxnard’s fifteenth (15) homicide of the year.

On December 5, 2017, at 2:43 pm, Oxnard Police Officers responded to an attempt armed robbery of a mail carrier in the apartment complex near 201 W. Vineyard. Upon arrival, officers discovered a vehicle burglary in the same area. Additionally, a second robbery victim arrived and provided a description of the suspect. The same suspect description was given for each incident.

Officers immediately searched the surrounding area and contacted Mathana Barry Carroll attempting to leave the complex on foot. Carroll was detained and found in possession of a backpack containing a replica firearm and stolen property from the crimes. The victims were able to identify the suspect and recover their stolen property.

Carroll was booked into Ventura County Jail for armed robbery, auto burglary, criminal threats, brandishing a replica firearm, and a violation of probation- Carroll is currently on probation under the PRO (Post Release Offender) program.
