On Friday, November 17, 2017, between the hours of 8:00 p.m. and 3:00 a.m., officers from the Oxnard Police Department conducted a DUI/Driver’s license checkpoint in the City of Oxnard. The checkpoint was conducted in the southbound lanes of Ventura Road south of Devonshire Street and was later moved to westbound Wooley Road west of A Street. These locations were chosen to provide increased DUI deterrence and in response to recent alcohol-related arrests and/or DUI collisions.

The checkpoints resulted in the following:

932 vehicles through
893 drivers screened
11 DUI investigations
8 DUI alcohol arrest
11 citations issued to unlicensed drivers
18 total citations issued
3 vehicles towed
1 felony warrant arrest

The Oxnard Police Department will continue to conduct DUI enforcement operations this year. These operations are an effort to reduce the number of alcohol-related crashes and to make our roadways and community safer. We also remind people that if they see an impaired driver to dial 911. These DUI enforcement operations are funded by grants from the California Office of Traffic Safety (OTS) and through the National Highway Traffic Safety Administration.

DETAILS: On November 17, 2017, at 5:00 am, The Oxnard Police Department’s Special Enforcement Unit (SEU), Violent Crimes Unit (VCU) and K-9 Unit, served a search warrant in the 1900 block of Camino Del Sol, Oxnard. The search warrant was in response to a shooting that occurred November 5, 2017. The November 5^th shooting, Rosales approached a family that was dropping off another family member at their home. He confronted one the occupants in the vehicle and asked the occupant “where he was from”, while displaying a handgun. Fearing for their lives, the driver quickly speeds away as Rosales shots at them several times. Fortunately, no-one was injured. During the course of the investigation, Violent Crimes Unit investigators identified Rosales as the shooter in the incident.

Violent Crimes investigators recovered two firearms during a search of Rosales home. Rosales was subsequently arrested and booked into county jail on charges of Assault with a Deadly weapon (firearm), and committing a crime in furtherance of a criminal street gang.

DUI/Driver’s License Checkpoint Planned this Friday

The Oxnard Police Department Traffic Unit will be conducting a DUI/Driver’s License Checkpoint on Friday, November 17, 2017, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely. DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.

In California, this deadly crime led to 867 deaths and over 23,000 serious injuries in 2013 because someone failed to designate a sober driver. Nationally, the latest data shows over 10,000 were killed by an impaired driver. Over the course of the past three years, Oxnard officers have investigated 673 DUI collisions, which have claimed 10 lives and resulted in another 446 injuries.

Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment effects.

Law Enforcement emphasizes the preventable nature of drunk driving reminding everyone that all it takes is a little planning ahead. Designate a sober driver or call a cab. But whatever you do, don’t drink and drive. The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is now available for free download on iOS and Android devices. Launched last year, the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life-saving role. They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Funding for this checkpoint is provided to the Oxnard Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

On the above date/time, officers responded to a call of a burglary in progress at the Power Auto Dealership located at 950 S. Oxnard Bl. Upon arrival, officers determined entry had been made into the business. Officers quickly set up a perimeter, and conducted a search of the building. They located Ignacio Balderama and Alice Mathews inside the business. Balderama and Mathews were arrested for burglary.

DETAILS: (Oxnard, Calif) – An Oxnard man was found in possession of a sawed-off shotgun after fleeing from officers.

On Wednesday, 10/15/17 at 7:19 p.m. Oxnard police officers stopped a white BMW for multiple traffic violations at the intersection of Rose Avenue and Santa Lucia Avenue, and the right front passenger fled from the car.

Officers ran after the suspect and the foot chase ended in the backyard of a house on Eliza Court. The suspect, 19 year-old Cesar Guerrero was in possession of a sawed-off shotgun. He had shotgun shells in his pants’ pocket and had discarded black gloves.

Guerrero had felony arrest warrants and was arrested on charges that included a felon in possession of a firearm and resisting/obstructing police.

DETAILS: On November 15, 2017, at 6:00 am, The Oxnard Police Department’s Special Enforcement Unit (SEU), Violent Crimes Unit (VCU), K-9 Unit and Neighborhood Policing Team served two search warrants at two separate locations. The warrants are in response to a shooting that accrued in October 2017, in the 2800 block of San Marino Street, Oxnard. Investigators from the Violent Crimes Unit identified Ramirez as the shooter. Ramirez was arrested and booked into county jail on charges of Assault with a Deadly weapon (firearm).

DETAILS: (Oxnard, Calif) – On November 13, 2014, at approximately 8:40 a.m., Oxnard police officers responded to a stabbing at Sierra Linda Park. Officers arrived on scene and found 55-year old Oxnard resident, Labh Nigah, suffering from multiple stab wounds. Nigah died a short time later. Officers learned that Nigah had dropped his child off at Sierra Linda Elementary School and was walking in the park when he was attacked and stabbed. The unknown assailant was seen fleeing westbound on Holly Avenue. The suspect’s last known location was in the area of Ventura Road and Carmen Way.

Monday, November 13, 2017, marks the three year anniversary of Nigah’s murder. Investigators are once again seeking the public’s help in providing any information related to the senseless murder of Labh Nigah. Investigators believe frequent park goers or residents in the Sierra Linda Neighborhood might have seen the suspect early in the morning on the day of the murder, or directly after the murder as the suspect ran westbound through the neighborhood.

Witnesses near the scene of the attack were interviewed by investigators. The witnesses described the suspect as a dark-skinned male, between the ages of 14 to 22 years, black hair, 5’8” to 6’ tall with a thin build. One witness was able to provide information for a composite drawing (see composite drawing below). Investigators located blood evidence at the crime scene that did not appear to belong to Nigah. A DNA profile was obtained from the blood and was entered into the FBI’s Combined DNA Index System (CODIS), which is a database law enforcement agencies use to compare DNA profiles in criminal investigations. Major Crimes Investigators also utilized the services of Parabon NanoLabs and their phenotyping services. The blood DNA was analyzed and a scientific approximation of appearance was obtained (see Snapshot predictions results below).

To further assist with the investigation, Major Crimes Investigators created a short video clip containing information on the Nigah murder. Investigators hope the video will prompt a member of the community who has information on this case to come forward, or assist in obtaining vital information that could lead to the identification of a suspect(s). Investigators believe there are people close to the suspect(s) that have knowledge and information that can assist with the investigation. Anyone who provides information on this case can do so anonymously.

The City of Oxnard offers a $10,000 reward for information leading to the arrest and conviction of suspect(s) in homicide cases. DETAILS: On November 12, 2017, at 6:30 pm, Oxnard police officers located Salinas driving in the area of north Oxnard. Salinas, who is wanted on felony charges for driving a stolen vehicle, fled from the officers when the officers attempted to conduct a traffic stop. Salinas failed to yield and a pursuit was initiated. The pursuit covered several areas of north Oxnard, before leaving the city traveling south on the 101 Freeway. Ultimately, the pursuit culminated in the City of Camarillo when Salinas struck another vehicle at the intersection of Arneill Road at Pondarosa Drive, rendering both vehicles inoperable. Salinas fled from the vehicle he was driving and was quickly taken into custody by Oxnard police officers. The driver of the vehicle Salinas struck sustained non-life threatening injuries and was transported to a local hospital for treatment. Salinas also sustained minor injuries and was treated at a local hospital and later booked into county jail on felony charges of evading and hit and run causing injury. The Ventura County Sheriff’s Office investigated and completed the Collison report.

On November 10, 2017, at approximately 7:56 p.m., officers from the Oxnard Police Department and EMS personnel responded to an injury traffic collision involving a motorcyclist at the intersection of Oxnard Blvd. and Seventh St. When officers arrived, they determined that 30-year-old Oxnard resident, Victor Canizalez, was traveling northbound on Oxnard Blvd. on a 2015 Harley Davidson motorcycle. Canizalez collided with a 2003 Hyundai Sonata driven by a 17-year-old female that was traveling southbound on Oxnard Boulevard when the female driver attempted to make a left-hand turn onto Seventh St. Canizalez was thrown from his motorcycle and suffered serious injuries.

After the initial collision Canizalez’s motorcycle was struck by a 2016 Chevrolet Cruz that was traveling northbound on Oxnard Blvd. Neither the 17-year-old driver of the Hyundai nor the driver of the Chevrolet were injured. Canizalez was transported to the Ventura County Medical Center and is listed in critical condition. It is unknown at this time whether drugs or alcohol were involved. The collision is under investigation.

DETAILS:

On November 7, 2017, at approximately 7:50 p.m., officers from the Oxnard Police Department responded to a radio call of a subject disturbing in the 2100 block of North Ventura Road.

Officers arrived and detained Flores after he attempted to flee into an apartment complex. Officers found that Flores was in possession of a loaded semi-automatic handgun and narcotics. Flores is a documented gang member and a convicted felon being prohibited from possessing firearms. Flores was arrested for various gun, drug, and gang related charges.
