DETAILS:

On May 30, 2018, at approximately 7:10 a.m., Officers from the Oxnard Police Department responded to an injury traffic collision involving a pedestrian in the 500 block of East Channel Islands Blvd. Officers arrived and located a 14-year-old male resident of Oxnard in the roadway suffering from serious injuries. The subject was transported to a nearby hospital and is listed in serious but stable condition.

Officers determined during their initial investigation that the pedestrian was attempting to cross Channel Islands Blvd. when he was struck by a 2009 Chevrolet Traverse that was traveling westbound. The driver of the Traverse, a 41-year-old female Oxnard resident, was uninjured and remained at the scene.

The driver of the vehicle was interviewed by officers and released. Officers do not believe alcohol or drugs to have been a factor in the collision. The investigation is continuing.

On May 15, 2018, at 8:40 PM, Officers from the Oxnard Police Department responded to the area of Pleasant Valley and Terrace Avenue regarding a person shooting at a moving vehicle. The victim’s vehicle was struck one time, and the driver was not injured. The Oxnard Police Departments Violent Crimes Unit (VCU) continued work the investigation and ultimately identified Francisco Ramirez as the shooter. Today at 2:30 PM, The Department’s Special Enforcement Unit located Ramirez in the 4000 block of Saviors Road. During a search of Ramirez, officers discovered he had a concealed 9mm handgun tucked in his waistband. Special Enforcement Unit officers and Violent Crimes Investigators subsequently served a Search Warrant at Ramirez’s residence. Ramirez was booked at the Ventura County Jail on four (4) felony gun related charges.

On May 28, 2018, at approximately 3:15 a.m., officers from the Oxnard Police Department attempted to contact a suspicious subject in the area of Robert Ave and Oxnard Blvd in the City of Oxnard. The subject fled on foot and was captured after a foot chase. The subject was identified as 21 year old Oxnard resident Ismael Romero. Romero was found to be in possession of live ammunition. K9 Officer Moses Martinez and K9 “Leo” responded and assisted with searching the area for property discarded by Romero during the foot chase. “Leo” located a loaded handgun in the area. Officers were able to tie the discarded handgun to Romero. Romero was arrested for various felony firearms charges.

On May 28, 2018, at approximately 2:00 a.m., officers from the Oxnard Police Department were conducting directed enforcement in the area of the 200 block of Cuesta Del Mar Dr in Oxnard. They contacted Eddie Sanchez, 23 year old Oxnard resident, in the north alley. He was found to be in possession of a loaded handgun. Sanchez was also found to be a documented Oxnard gang member. He was arrested for various felony firearms charges.

On 5/25/2018 at approximately 8:00 pm, an Oxnard Police Department officer was patrolling the area of Edison Drive and McWane Blvd. when he heard several shots fired and observed a vehicle leaving the area. The officer stopped the vehicle. The driver, Jose Fonseca, immediately admitted to possessing a firearm. A search revealed a semi-automatic handgun and live ammunition. Subsequent investigation revealed that the firearm was stolen out of Ventura, CA.

Fonseca was arrested and booked into Ventura County Jail for possession of a loaded firearm in a vehicle, possession of a stolen firearm and negligent discharge of a firearm.

On Thursday, May 24, 2018, at approximately 4:00 a.m., officers from the Oxnard Police Department responded to a traffic collision in the 1600 block of North Rose Ave. Officers located a green 1998 Dodge Ram pickup truck in the center divider across from St. Johns Medical Center. Officers determined that the vehicle had been traveling southbound on Rose Ave. at a high rate of speed. For reasons that are unknown, the vehicle left the roadway and struck a palm tree in the center divider.

The driver of the vehicle, a 30-year-old male Oxnard resident, was pronounced dead at the scene. A 2-year-old male child was located in the front passenger’s seat secured in a child-seat. Oxnard Fire Department and Gold Coast Ambulance personnel immediately tended to the child. The child was transported to the Ventura County Medical Center. Fortunately, it was determined that the child only suffered minor injuries as a result of the collision.

The names of the victim and child are being withheld pending notification to family.

All southbound traffic on Rose Ave. was closed from Gonzales Rd. for several hours while Oxnard Police Department Traffic Officers conducted their investigation. The roadway has since been reopened.

Officers believe speed and alcohol may have been factors in the collision. The collision is still under investigation.

The Oxnard Police Department is currently on-scene of a single vehicle fatal traffic collision in the 1600 block of Rose Avenue, south of Gonzales Road. As a result of the collision, northbound and southbound lanes of Rose Avenue from Gonzales Road to Cesar Chavez Avenue will remain closed for several hours. DETAILS: On May 20, 2018, at approximately 3:51 a.m., Oxnard police officers responded to an assault victim in the 1000 block of East Bard Road. When police officers arrived on scene, they located a victim lying on the sidewalk. Emergency Medical Services (EMS) arrived at the scene and attempted to render aid to the victim. Unfortunately, the victim was pronounced deceased at the scene.

An Oxnard police officer responding to the incident located a vehicle that was described as being involved in the assault. The vehicle was occupied by a Hispanic male adult, a 15-year old Hispanic male juvenile, and a 16-year old Hispanic male juvenile. Major Crimes detectives responded to the scene and interviewed the occupants of the vehicle. Detectives also interviewed a person that witnessed the assault. Ultimately, detectives arrested the two juveniles and charged them with murder. The juveniles were transported to the Ventura County Juvenile Hall Facility. The male adult was released pending further investigation by detectives.

The City of Oxnard offers a $10,000.00 reward to anyone who provides information that leads to the arrest and conviction of suspect(s) in homicide cases. On 5/16/18, at approximately 9:55 p.m., Oxnard Police Officers were dispatched to a call of a domestic violence incident which occurred in the area of Riverpark Boulevard and Vineyard Avenue. Officers made contact with the female victim and observed several injuries to her face and body. The suspect, Roman Celis, had fled the area prior to the officer’s arrival.

Officers were able to locate an address where Celis lived and attempted to make contact with him. Upon arrival, they observed Celis in a parked vehicle in the parking lot of his apartment complex. He appeared to be asleep. Officers also observed a handgun on the driver seat, next to Celis. Officers were able to safely recover the firearm without waking up Celis. After retrieving the firearm, Celis was woken up and he became resistive. Celis was eventually subdued and taken into custody without further incident. Celis was also found to be in possession of narcotics.

Celis was subsequently charged with numerous violations, including, felony domestic violence, being a felon in possession of a loaded firearm, numerous drug charges and resisting arrest.

DETAILS:

On May 15, 2018, at approximately 8:20 a.m., officers from the Oxnard Police Department conducted a traffic stop on a vehicle in the area of Oxnard Boulevard and Orchard Place for a traffic violation.

Officers contacted the driver, Alex Bustillos, and learned that he was on active probation with search terms. During the investigation, Officers conducted a probation search and located a loaded, concealed handgun in the vehicle. Bustillos was also found to be in possession of narcotics.

Bustillos was arrested for felony charges of being in possession of a concealed loaded firearm within a vehicle, being a prohibited person in possession of a firearm, and possessing a controlled substance with a firearm.
