On October 6, at approximately 5:40 p.m., officers from the Special Enforcement Unit (gang unit) observed suspect David Reyes, who was wanted for two felony warrants, in the area of Collins and Vineyard Ave. In addition to having felony warrants, Reyes was driving a vehicle that was reported stolen. The officers attempted to make a traffic stop on the vehicle and a pursuit ensued. Suspect Reyes entered the El Rio neighborhood and drove recklessly. Reyes committed several vehicle code violations and nearly caused a traffic collision. For the safety of the residents, officers discontinued the pursuit. The stolen vehicle was recovered and officers were unable to locate Reyes.

On October 7, at approximately 6:45 p.m., officers from the Special Enforcement Unit and K-9 Unit conducted directed patrol in the El Rio neighborhood in an effort to locate and apprehend Reyes. Officers located Reyes in the 800 blk. of Orange Dr. Reyes attempted to flee but was taken into custody. Reyes was charged with reckless evading (felony) and for being in possession of a stolen vehicle (felony) for the events that occurred on October 6. When officers took Reyes into custody, he was found to be in possession of meth, and heroin. Reyes was additionally charged with narcotics possession and resisting arrest.

The Oxnard Police Department has been making strides in combating a recent increase in stolen vehicles.

On 10/03/18, at approximately 8:40 p.m., Officers located a stolen 1991 Toyota Camry near the intersection of Channel Islands Blvd and K Street. The driver, Pedro Gomez, 42 years old, was contacted and arrested for vehicle theft, receiving stolen property, and possession of burglary tools. Gomez’s criminal history shows that he has been previously arrested for numerous narcotics violations and thefts.

Detectives from the Auto Theft Task Force, as part of an ongoing campaign to curb auto theft, are offering steering wheel locks to Oxnard residents who are owners of 1990-2000, Honda passenger vehicles. A limited amount of steering wheel locks are available to non-Honda owners. For details on obtaining a free steering wheel lock, contact Detective Enrique Alvarez at (805) 385-7664.

On October 5, 2018 at approximately 4:05 p.m., officers from the Special Enforcement Unit (Gang Unit) attempted to conduct a traffic stop on a vehicle for a traffic violation in the area of Channel Islands Blvd. @ Victoria Ave. The driver and sole occupant of the vehicle was identified as Ronald Amesquita. He is identified as an active gang member in the City of Oxnard and was known to have an outstanding felony warrant for his arrest. Amesquita fled in his vehicle from officers to the area of Channel Islands Blvd. and Bolker Way where he fled on foot after colliding with a parked vehicle. Pursuing officers were able to apprehend Amesquita without incident. He was arrested for his outstanding felony warrant, evading police, fleeing the scene of an accident and resisting arrest.

Amesquita has an extensive history of arrests. Some of his arrests include assault with a deadly weapon, resisting arrest, vehicle theft, evading police and attempting to escape from custody.

On October 4^th, at approximately 4:05 p.m., officers from the Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a traffic violation. The vehicle stopped near the intersection of the Pacific Coast Highway and Hueneme Road. Jose Viveros, the driver and sole occupant of the vehicle, was found to be under the influence of a controlled substance. During a search of the vehicle for additional contraband, Viveros was found in possession of a loaded .45 caliber Glock 30 handgun, approximately two and a half ounces of methamphetamine, one-third of an ounce of heroin, numerous Xanax pills, a police radio scanner, controlled substance paraphernalia and a large amount of cash. Viveros is a documented gang member in the City of Oxnard, has prior convictions for possession of ammunition and possession of controlled substances for sale which makes him a prohibited person. Viveros was arrested for numerous firearms violations, possession of methamphetamine, heroin and Xanax for sale and being under the influence of a controlled substance.

The Oxnard Police Department has been making strides in combating a recent increase in stolen vehicles. In the last two days, officers following up on three separate auto theft investigations have made arrests on all three cases.

On 10/03/18, at approximately 10:26 a.m., officers located a stolen 1997 Nissan Sentra in the 1000 block of South Oxnard Blvd. The driver, Luis Aguilar, 36 years old, was contacted and arrested for vehicle theft, receiving stolen property, driving with a suspended license and an outstanding misdemeanor warrant. Aguilar’s criminal history shows that he has been previously arrested for narcotics violations and domestic violence.

At approximately 4:00 p.m., on the same day, officers were conducting a follow-up investigation of a stolen Ford pick-up truck. During the follow up investigation, officers were able to identify the suspect as David Thornsberry, 33 years old. Thornsberry was contacted by Oxnard Police Auto Theft Investigators and was arrested for possession of a stolen vehicle and narcotics violations.

On 10/04/18, at approximately 12:30 p.m., officers located a stolen GMC Sierra pick-up truck in the area of Pleasant Valley Road and Hailes Road. The vehicle had been reported stolen to the Ventura County Sheriff’s Department. Officers conducted a traffic stop on the vehicle and arrested the driver, Felipe De Los Reyes, 28 years old. De los Reyes was taken into custody for vehicle theft, possession of stolen property and for possession of a controlled substance. It was discovered that De Los Reyes had been arrested in early September for vehicle theft and was released fourteen days later after serving his sentence. He has a criminal history of narcotics and DUI.

On 10/02/18 at approximately 5:00 p.m., Oxnard Police Department officers conducted a traffic stop on a vehicle that had been reported stolen out of the city of Port Hueneme.

The driver of the stolen vehicle was identified as Anitta Talley, 48 years old and the passenger was identified as her husband, Stephen Talley, 47 years old. They were arrested for possession of a stolen vehicle, receiving stolen property and narcotics violations.

Both Anitta Talley, and her husband Stephen Talley, are serious habitual offenders with lengthy criminal records. Stephen Talley, at the time of this arrest, was out on bail from a previous stolen vehicle arrest that occurred in August of 2018. Since June 2018, Stephen Talley has been arrested four times in Oxnard for being in possession of a stolen vehicle. In past arrests, he has been found to be in possession of items connected to identity theft and fraud.

Anitta Talley has a criminal record that includes several arrests for identity theft and burglary related charges. She has been contacted/arrested with her husband several times in the past few months.

Due to the Talley’s, untiring desire to continue to victimize residents of the city of Oxnard, Detectives from the Auto Theft Task Force requested that their bail be increased.

On October 1, 2018, at approximately 10:40 p.m., a patrol sergeant stopped a stolen 2015 Honda Odyssey in the 700 block of W. Hueneme Rd. The driver, 26-year-old Rubiel Juarez-Garcia, was arrested for being in possession of a stolen vehicle. Juarez-Garcia was in the company of an adult female who was also arrested for an outstanding misdemeanor warrant. Juarez-Garcia was arrested less than a month ago in possession of another stolen vehicle.

At approximately 11:30 p.m., a second stolen vehicle was pursued by a patrol officer in the area of Rose Avenue and Emerson Avenue. The officer canceled the pursuit due to the dangerous conditions created by the suspect driver. The vehicle was recovered unoccupied a few minutes later. This investigation is ongoing.

At approximately 2:20 a.m., a third stolen vehicle, a 1997 Honda Accord, was located in the area of Saviers Road and Bryce Canyon Avenue. The vehicle evaded officers but was spotted by private security officers on patrol in the 300 block of E. Poplar Street. Augustine Frenes, a 20-year-old Oxnard resident, was arrested for being in possession of the stolen vehicle. Frenes has been arrested five times in the last year which included four counts of robbery.

Approximately 75 vehicles in Oxnard were stolen in September 2018. During that same time period, approximately 30 arrests were made in direct connection to the vehicle thefts. Despite the high number of arrests, there is still an approximate 14% rise in auto thefts compared to last year.

The Oxnard Police Department would like to remind residents of the following tips to prevent vehicle thefts:

Never leave your car unlocked, not even for a minute.
Never leave your keys in the car, even if you think they are really “hidden.”
Don’t leave your car idling and unattended because it is unnecessary (it doesn’t get cold enough here), it is unsafe and illegal, and someone can steal your car.
Wheel locks, brake pedal locks, and steering wheel locks are also effective.

On September 30, 2018 at about 5:20PM, officers responded to a radio call regarding a brandishing of a firearm. An alert Oxnard Police Officer located the suspect vehicle driving in the area. Officers conducted a traffic enforcement stop and contacted the driver, Charles Taitai. During the investigation, officers located a firearm in the vehicle.

Charles Taitai, a 34 year old Oxnard resident, is a convicted felon and was arrested for being a convicted felon in possession of a firearm, a felony.

On September 29, 2018 at about 11:20PM, officers were frequent patrolling the alleyway of 1965 San Gorgonio Ave and contacted a group of subjects. Several of the subjects fled from Officers. One subject was detained and found to be in possession of a loaded 9mm handgun.

Antonio Alarcon, a 24 year old Oxnard resident, was arrested for possessing a loaded firearm, a misdemeanor and possession a high capacity magazine.

On September 25, 2018, the Oxnard Police Department received an anonymous tip that there were illegal gaming machines located inside a business in the 1200 block of Saviers Road. Officers investigated and located two illegal gaming machines. The investigation revealed that a male subject, unrelated to the business, delivered and maintained the machines as well as collected the money from them on a regular basis. The machines were seized.

On September 26, 2018 at 3:00 pm officers patrolling the area located the male subject suspected of distributing the illegal gaming machines. He was identified as North Hollywood resident Guy Sharvit. Sharvit’s vehicle was searched and found to contain another gaming machine, keys associated with the gaming machines, and over $5400 in cash.

Officers learned of other possible locations with illegal gaming machines and contacted those businesses. Four more illegal gaming machines were located in three additional businesses; all four machines were tied to Sharvit.

Sharvit was arrested and booked at Ventura County Jail for possession/control of an illegal gaming machine and conspiracy to commit crimes.
