INCIDENT:	Oxnard Police Arrest Two For Arson and Insurance Fraud

DETAILS:

On 10/31/18 at approximately 7:30 a.m., detectives from the Oxnard Police Department arrested two subjects involved in the arson and insurance fraud of an automobile after a 1 ½ year long investigation.

On 03/02/17 at approximately 10:19 p.m., personnel from the Oxnard Fire Department and the Oxnard Police Department responded to a vehicle fire in the alley in the 1900 block of South “F” Street. A 2015 Toyota Prius was found at the scene and was fully engulfed in fire. Evidence at the scene led detectives to believe that the fire was an arson. The registered owner of the vehicle, Manuel Abrego of Newbury Park, reported the vehicle stolen to the Ventura County Sheriff’s Department and filed several insurance claims on the vehicle. Factors surrounding the arson and Abrego’s actions led detectives to believe that he was involved in the crime of arson. Abrego was able to collect approximately $17,000.00 in insurance payments for the vehicle.

The investigation led to the discovery of a second suspect identified as Felix Hernandez of Oxnard. Hernandez is believed to be the subject who actually set the fire to the vehicle.

Detectives working closely with Ventura County District Attorney’s Office, Auto Insurance Fraud Unit, gathered enough evidence for arrest warrants to be issued for Manuel Abrego and Felix Hernandez. Both subjects were arrested on 10/31/18 for their outstanding warrants.

Abrego and Hernandez were booked for arson and insurance fraud related charges and are awaiting court proceedings.

DETAILS:

On November 4^th, 2018, at approximately 8:10 p.m., officers from the Oxnard Police Department conducted a traffic stop on a vehicle for a traffic violation in the 1200 block of South Oxnard Blvd. The driver, Onorio Borquez, was found to be driving a vehicle while under the influence of alcohol and arrested for DUI. Borquez was also found to have Cocaine on his person. During the investigation, a loaded .22 caliber rifle with a high capacity magazine was found in the vehicle Borquez was driving.

Onorio Borquez, a 26 year old Oxnard resident, was arrested for driving under the influence of alcohol and being in possession of a loaded firearm and narcotics, a felony.

On November 2, 2018, at approximately 6:41 p.m., officers from the Oxnard Police Department responded to the Vagabond Inn, located at 1245 N. Oxnard Boulevard, for a disturbance call. During the investigation, officers located two reported stolen vehicles parked in the parking lot. The first vehicle, a red 2008 Ford Fusion was stolen out of the City of Ventura and the second vehicle, a white 2005 Chevrolet Silverado pickup truck, was stolen out of the City of Oxnard.

At the scene, officers detained suspect Christopher Fowler who was determined to have been driving the Chevrolet truck earlier in the day. Further investigation revealed he was staying in one of the rooms at the motel and associating with other individuals who were also contacted and arrested by officers. The following arrests were made:

Richard Tamayo – felony arrest warrant for armed robbery
Samantha Perkins – providing false identifying information to a police officer (misdemeanor)
Kristy Braxton – possession of narcotics (misdemeanor)
Marlene Tran – under the influence of a controlled substance (misdemeanor)
Steven Kindred – misdemeanor arrest warrant out of Los Angeles County

Suspect Fowler was booked into the Ventura County Jail on charges of unlawful taking/driving a motor vehicle, a felony. Detectives from the Oxnard Police Department’s Auto Theft Task Force (OATTF) will be conducting further investigation into the stolen Ford Fusion.

On 11/2/18, at approximately 9:21 p.m., officers were dispatched to a strong arm robbery that just occurred to the Shell Gas Station, in the 1900 block of N. Rose Avenue. An employee of the Shell Station reported the suspect entered the business and select several items. The suspect attempted to leave and the store clerk attempted to stop the suspect. The suspect shoved the clerk and fled from the business.

An Oxnard Police Department Patrol Officer responding to the scene observed a subject matching the suspect description at the intersection of Valerosa and Sonata. The suspect was apprehended after a short foot pursuit. During an infield line-up, the clerk positively identified suspect Dominique Hendrix, whom was found to be in possession of the stolen property taken during the robbery. Hendrix was booked at Ventura County Jail for robbery, resisting an executive officer, and possession of drug paraphernalia. Hendrix is a Post Release Community Supervision Offender (PRCS).

On November 2, 2018, at about 12:40AM, Oxnard Police received a call of a stolen vehicle, a white 2010 Mazda MX-6, in the 2800 block of Rose Avenue. Officers located the vehicle travelling north on Rose Avenue. As officers attempted to stop the stolen car, it did not stop for officers and officers pursued the vehicle. The pursuit was cancelled due to high speeds. As officers were checking the area, they noticed that the car had crashed at the intersection of Cesar Chavez Drive and Rose Avenue.

Two subjects were detained at the scene. A female juvenile was determined to have been the driver of the stolen car; she was arrested for the unlawful taking/driving of a motor vehicle (10851CVC), and evading police officers. This was the second time in less than a week that this female juvenile was arrested for 10851CVC. An adult male passenger was arrested for obstructing the duties of a police officer (a misdemeanor).

Our city is currently experiencing a significant increase in stolen vehicles. To combat the problem, the Police Department is prioritizing taking a proactive comprehensive approach in the prevention, enforcement, and investigation of stolen vehicles.

A significant percentage of the stolen vehicles are preventable. The Oxnard Police Department would like to remind residents of the following tips to prevent a vehicle from being stolen:

Never leave your car unlocked, not even for a minute.
Never leave your keys in the car, even if you think they are really “hidden.”
Don’t leave your car idling and unattended because it is unnecessary (it doesn’t get cold enough here), it is unsafe, illegal, and someone can steal your car.
Wheel locks, brake pedal locks and steering wheel locks are also effective.

Today, 11/01/18, at approximately 10:30 a.m., officers from the Oxnard Police Department Auto Theft Task Force (OATTF) were in the area of the 2500 block of Ventura Road when they spotted a Jeep Wrangler reported stolen out the of the city of Pt. Hueneme. The OATTF initiated a traffic stop and contacted the occupants. Timisha Dixon, 28 years old, the driver, was arrested for vehicle theft. Dixon has a prior arrest for vehicle theft from February of this year. Garciduenas, 32 years old, the passenger, was arrested for possession of stolen property.

On October 31, 2018 at approximately 4:53 p.m., patrol officers from the Oxnard Police Department responded to the 600 block of South D Street to assist the Oxnard Fire Department with a male subject refusing to leave a residence on fire. Patrol officers worked with the firefighters to search the residence. The victim was eventually located unresponsive in the attic. He was removed from the residence but had already succumbed to his injuries.

Oxnard Police Department Receives Traffic Education and Enforcement Grant

The Oxnard Police Department has been awarded a $410,800 grant from the California Office of Traffic Safety (OTS) for a year-long enforcement and public awareness program. The traffic safety program is intended to educate the public on safe roadway habits and deter people from violating traffic laws or practicing other unsafe behaviors that lead to injuries and fatalities.

Oxnard Police Chief Scott Whitney commented that “we appreciate the funding from the California Office of Traffic Safety and will put it to good use. We’ll be doing our part through education and enforcement but we really need the public’s help to improve traffic safety. We all see distracted drivers nearly every time we’re in traffic. We also see those that drive too fast or follow too closely. Everyone’s busy, but it’s no excuse to be a dangerous driver. Not only do you put others at risk, but you also set the example for your loved ones.”

The grant from OTS will fund various education and enforcement activities for the 2019 federal fiscal year (Oct. 1, 2018 to Sept. 30, 2019):

DUI checkpoints and saturation patrols to take suspected alcohol/drug-impaired drivers – and those unlicensed or with a revoked/suspended license – off the road.
Traffic safety education presentations for youth and community members on distracted, impaired and teen driving, and bicycle/pedestrian safety.
Patrols at intersections with increased incidents of pedestrian and bike collisions.
Motorcycle safety operations in areas with high rider volume and where a higher rate of motorcycle crashes occur.
Distracted driving enforcement operations to educate and cite drivers for using handheld cell phones and texting while driving.
Warrant service operations targeting multiple DUI offenders.
Compilation of DUI “Hot Sheets” identifying repeat DUI offenders
Specialized DUI and drugged driving training to identify and apprehend suspected impaired drivers.

In 2016, 3,623 people were killed in crashes across the state, a 7 percent increase from 2015, according to the National Highway Traffic Safety Administration. Particularly alarming is the rise in pedestrian deaths, with 867 pedestrians killed on California roadways in 2016, a nearly 33 percent increase from 2012. Along with the growing dangers of distracting technologies like phones and drug-impaired driving, this grant funding will provide opportunities to combat these dangerous and illegal behaviors.

“Almost all crashes are preventable,” OTS director Rhonda Craft said. “Education and enforcement go hand in hand helping change behaviors that cause devastating crashes.”

Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

On 10/30/18 at approximately 10:50 a.m., officers located an occupied stolen vehicle in the 3700 block of Saviers Road. The suspect, Guadalupe Gutierrez-Gomez, 29 years old, was contacted and arrested at the scene for vehicle theft and possession of burglary tools. Just last month, Gutierrez-Gomez had been arrested for a theft-related crime.

To combat the increase in vehicle theft throughout the city, the Oxnard Police Department Property Crimes Detectives are using an aggressive strategy to lower instances of stolen vehicles: use of “bait cars” throughout the city, social Media (FB, Instagram, etc.) informational posts, property crimes investigators working closely with the District Attorney’s Office for greater prosecution of repeat offenders, suspects arrested for driving a stolen vehicle and under the influence of alcohol or drugs being charged with DUI, use of theft deterrent stickers and officers detached from patrol duties for the sole purpose of locating stolen vehicles.

The Oxnard Police Department is currently searching for a missing 29-year-old dependent adult who walked away from his care home on 10/28/18. Jose Nunez was last seen in the area of the 600 block of West Fifth Street in Oxnard, around 11:00 p.m. Jose suffers from a mental disorder and may demonstrate erratic behavior. He is described as a Hispanic male, 6’0”, 180 lbs., black hair, brown eyes, wearing unknown clothing.
