On July 6, 2024, at approximately 9:00PM, officers from the Oxnard Police Department responded to a traffic collision involving a vehicle and a pedestrian at Rose Avenue and Lockwood Streets in Oxnard. The pedestrian, an unidentified adult male, sustained critical injuries. He was transported to a local hospital where he underwent surgery and was last listed in critical condition. The driver of the vehicle, a 29 year old Oxnard resident, remained at the scene and cooperated with investigators.

Based on the initial investigation, it was determined that the pedestrian was crossing Rose Avenue westbound at Lockwood Street as the Camry was travelling southbound on Rose Avenue with a green light. The Camry struck the pedestrian as he was crossing Rose Avenue. Anyone with information regarding this collision is urged to contact the Oxnard Police Department at 385-7600.

During the month of June, the Oxnard Police Department Violent Crimes Unit conducted an investigation into Ronaldo Garcia, Heber Garcia, and Ruben Benitez regarding illegal firearms possession. During the investigation, detectives obtained a search warrant for two residences associated with the Garcia’s and Benitez in the 4900 block of Olds Road in Oxnard.

On July 3, 2024, members of the Oxnard Police Department Violent Crimes Unit, Special Enforcement Unit, Drug Enforcement Unit, and K9 Unit served search warrants at the two locations on Olds Road in Oxnard. During a search of the residences, detectives located multiple firearms, including an assault rifle, ammunition, gun parts, and items indicative of illegal firearm manufacturing.

Ronaldo Garcia and Heber Garcia were present at one of the locations and were arrested for various firearms offenses. The Special Enforcement Unit located Ruben Benitez at a business in north Oxnard where he was also arrested for various firearms offenses.

SUBJECT: 24th Annual Fireworks by the Sea at Channel Islands Harbor

On July 4th, 2024, the Channel Islands Harbor District will be hosting its 24th annual Fourth of July event. The event will begin with a Children’s Parade on Harbor Boulevard. The parade will begin at 10:30 a.m. and take place on South Harbor Boulevard between Cabezone Circle and Albacore Way. Harbor Boulevard will be closed to vehicular traffic during the parade. Motorists can use Sunset Lane or Ocean Drive as an alternate route.

Activities and entertainment are scheduled throughout the day at the Channel Islands Harbor. This will be a family-oriented event with fun for all. The event will end with a fireworks show that begins at 9:00 p.m. and can best be seen near the intersection of Victoria Avenue and Channel Islands Boulevard.

Public consumption of alcohol, possession, and use of fireworks will not be tolerated. This also includes the use of “Safe and Sane” fireworks. All of the involved law enforcement agencies will be conducting strict enforcement of all related offenses.

This event is expected to draw a large crowd and traffic delays are expected following the fireworks show. The Oxnard Police Department will be handling traffic control to expedite the flow of traffic surrounding the event site. Starting at 7:00 p.m., all intersections on Victoria Avenue and Harbor Boulevard from Fifth Street to the harbor area will be monitored by traffic officers. The Channel Islands Bridge, between Victoria Avenue and Harbor Boulevard, is subject to closure prior to the fireworks display and will be closed after the fireworks display to facilitate the high traffic volume leaving the event.

If you live in the area of these roadways or intersections, we apologize for any inconvenience. The roads will be re-opened as soon as possible. These traffic flow modifications are taking place to assist in relieving the traffic congestion from this event in a timely and orderly fashion, with caution for pedestrians.

SUBJECT: Narcotic Sales Arrest

On June 27, 2024, at about 9 p.m., Oxnard Police officers conducted a traffic stop in the 2000 block of Solar Drive in Oxnard, CA. The driver, Arnulfo Chavez, a 27-year-old Bell Gardens resident, was contacted for violating several vehicle code sections. Chavez was found to be an unlicensed driver.

A search of the vehicle resulted in the seizure of approximately ten (10) pounds of suspected methamphetamine packaged for sale, with an estimated street value of over $10,000. Mr. Chavez was arrested and booked at the Ventura County Sheriff’s Office Pre-Trial Detention Facility for narcotic sale-related charges.

Don’t Be The ‘I’ in DUI: Be a Hero, Designate a Sober Driver

Celebrate Fourth of July Responsibly

Oxnard, Calif. – The Oxnard Police Department reminds drivers to be the real heroes of the night by prioritizing the safety of everyone on the road this Fourth of July. Plan ahead and celebrate the holiday responsibly.

Beginning Monday, July 1 through Sunday, July 7, the Oxnard Police Department will have additional officers on patrol looking for drivers suspected of being under the influence of alcohol and/or drugs.

In 2022, 487 people were killed in crashes throughout the country during the Fourth of July holiday period. Of those deadly crashes, 40% involved alcohol. In California, 68 people were killed in crashes during last year’s Independence Day holiday period. In addition, California Highway Patrol officers made nearly 1,224 arrests for driving under the influence – an average of one DUI arrest every five minutes.

While some festivities may include alcohol, driving under the influence also includes impairment from prescription drugs, over-the-counter medications and marijuana. Do your research and be informed about how certain drugs may affect your driving ability.

If you are hosting friends and family for barbecues and watching fireworks shows, offer nonalcoholic drinks for designated sober drivers and monitor who is drinking. If you see people leaving who have been drinking, offer to have them stay the night or make arrangements for them to take a sober ride home.

If you see someone who appears impaired or driving recklessly, call 9-1-1.

SUBJECT: P80 Handgun, and Two 12-Gauge Pipe Shotguns Recovered During Search Warrant

On June 28^th, 2024, at approximately 7:17 p.m., Officers from the Special Enforcement Unit (gang unit), and the Violent Crimes Unit served a search warrant in the 3000 blk. of South J St. The subject of the warrant was identified as Eduardo Lara, who was under investigation for illegal firearms possession. Lara was located in the area and officers attempted to detain him pursuant to the search warrant. Lara fled south in the alley behind his residence and was observed discarding a handgun in his rear yard. Lara was apprehended by the pursuing officers.

Officers served the search warrant at Lara’s residence and located the handgun which was a 9-millimeter, Glock-style, Polymer 80, un-serialized, semi-automatic handgun in the rear yard. Polymer 80 semi-automatic handguns are sold commercially as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms. During the service of the search warrant officers located two improvised 12-gauge pipe shotguns. Lara was booked for felony firearms violations, and transported to the Ventura County Jail.

SUBJECT: DUI/Driver’s License Checkpoint and DUI Saturation Results

Seven impaired drivers arrested during DUI checkpoint and saturation.

On June 28, 2024, between the hours of 7:00 p.m. and 2:00 a.m., the Oxnard Police Department, in collaboration with the California Highway Patrol, held a DUI/Driver’s License checkpoint at Vineyard Avenue and Esplanade Drive, as well as a simultaneous city-wide DUI saturation. The operation resulted in seven arrests for impaired driving, and twenty-six citations for various traffic violations, including being an unlicensed driver and/or driving with a suspended license.

Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests but to promote public safety by deterring drivers from driving impaired.

Funding for this checkpoint and DUI enforcement patrols was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

SUBJECT: Officer Involved Shooting Suspect Booked

On June 26, 2024 at 10:00 AM, Isaiah Nichols was discharged from Ventura County Medical Center and transported to the Ventura County Jail where he was booked for attempted murder for an unrelated incident that occurred on May 17, 2024. In addition, he was booked on two counts of assault with a deadly weapon upon a police officer, and five counts of exhibiting a deadly weapon to a police officer for the incident which led to the officer involved shooting. Nichols’ bail was set at $1,000,000.00

On June 21, 2024, at 3:56 p.m., Oxnard police officers responded to a report of an armed robbery at the Carl's Jr. restaurant in the 800 block of N. Rose Avenue. The robber was reportedly armed with a gun.

A possible suspect, Ezra Carrasco, 20, of Oxnard, was apprehended several blocks away on San Jose Street near Kohala Street. Witnesses identified Carrasco as the robbery suspect, leading to his arrest.

Investigators successfully connected Carrasco to a 7-Eleven store robbery on north Oxnard Boulevard that occurred overnight.

Oxnard Police Department to hold DUI Checkpoint and use extra officers to patrol for suspected impaired drivers

The Oxnard Police Department will have additional officers working patrol on Friday, June 28, 2024, specifically looking for drivers suspected of being under the influence of alcohol and/or drugs. In addition, the Oxnard Police Department will hold a DUI/driver’s license checkpoint at an undisclosed location within the city. The DUI Checkpoint and DUI patrols will be from 7:00 p.m. to 2:00 a.m.

DUI checkpoints and patrols are done in locations with a history of DUI-related collisions and arrests. During the checkpoint, officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing.

In 2021, 1,370 people were killed on California roads in crashes involving drivers who had a blood alcohol content over the legal limit (.08 or above). The Oxnard Police Department reminds the public that impaired driving is not just from alcohol. Prescription or over-the-counter medications with an operating heavy machinery warning on the label can also impair. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal.

If you plan on drinking or are taking medications that can affect your ability to drive, please take these precautions to avoid a DUI:

● Always use a designated sober driver – a friend who is not drinking, ride-share, cab, or public transportation – to get home.

● Walking while impaired is also dangerous. Have someone sober walk you home or stay with you until a sober driver is available to pick you up.

● Report drunk drivers – Call 911.

● Hosting a party? Offer nonalcoholic drinks. Monitor who is drinking and how they are getting home.

A DUI arrest is not cheap. Drivers charged with DUI face an average of $13,500 in fines and penalties, as well as a suspended license and possible jail time.
