SUBJECT:   Unregistered Firearm Possession and Drug Sales

SUSPECTS:  Manuel Moreno, 50-year-old Oxnard resident

LOCATION:  1400 block of South Oxnard Blvd.

On May 17th, at approximately 8:30 p.m., Officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop in the 1400 block of South Oxnard Blvd. During the contact, Officers removed the driver, Manuel Moreno, 50 years old, from the vehicle and conducted a pat-down search for weapons. Moreno was found to be in possession of a loaded 45 caliber, 1911-style pistol, concealed in the waistband of his pants. Moreno was also in possession of Fentanyl. Moreno was arrested for multiple firearm charges and possession of Fentanyl for sale.

SUBJECT:    Passenger Arrested for Possessing Concealed P80 Handgun

SUSPECTS:  Zion Holmes, 22-year-old Port Hueneme resident

LOCATION:  600 block of West Channel Islands Blvd., Port Hueneme

On May 15th, at approximately 12:45 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop in the 600 block of West Channel Islands Blvd., in the city of Port Hueneme.  The officers had the driver and right front passenger, identified as Zion Holmes, exit the vehicle. During a pat search for weapons, Holmes was found to be in possession of a loaded 9-millimeter, Glock-style, P80 pistol with a threaded barrel.  The handgun was concealed in the front waistline area of Holmes’ pants. Polymer 80 semi-automatic handguns are sold commercially as incomplete, without serial numbers, and must be further manufactured to make them into functioning firearms. Holmes was arrested for having an unregistered firearm, and for having a handgun with a threaded barrel.

SUBJECT:    Documented Gang Member / Parolee Found in Possession of Stolen Firearms

SUSPECTS: Sergio Contreras, 43-year-old Oxnard resident

On May 15, 2025, at approximately 9:00 a.m., investigators from the Oxnard Police Department Violent Crimes Unit and K9 Unit located Sergio Contreras in the area of Hueneme Rd and Arcturus Ave. Contreras, a parolee and documented criminal street gang member, was detained while a search of his recreational vehicle was conducted.   

 

During the search, investigators located four firearms, a replica firearm, ammunition, and an inert grenade. Three of the firearms had previously been reported stolen.

 

Contreras was ultimately charged with violating the conditions of his parole and multiple firearms violations.

“Click It or Ticket” Campaign Reminds Californians to Always Buckle Up

Seat Belt Safety Campaign Runs Through Memorial Day

 

Oxnard, Calif. – The Oxnard Police Department reminds travelers to always buckle up and secure children in the right car seats when visiting friends and family.

 

This year’s Click It or Ticket campaign runs from May 12 to June 1. During this time, the Oxnard Police Department will have additional officers on patrol actively looking for drivers and passengers who are not wearing a seat belt. This includes vehicles where children are not secured in child safety seats or the right safety seats for their age.

 

Nationally, 11,302 people killed in crashes in 2022 were not wearing their seat belts. In California, 842 people killed in crashes in 2022 were not wearing seat belts, a decrease of 8.4 percent from 2021.

 

California law requires all children under 2 years old to ride in a rear-facing car seat, unless the child is 40 or more pounds or is 40 or more inches tall. Once a child reaches these milestones, all children under the age of 8 years are still required to be secured in a car seat or booster seat. Children under the age of 8 may not ride in the front seat unless the vehicle is not equipped with a rear, forward-facing seat. Children 8 and older, or who are at least 4 feet 9 inches tall, may be secured by a booster seat, but at a minimum must be wearing a properly fitted safety belt.

 

Parents and caregivers are encouraged to keep children in the proper rear or forward-facing seat as long as possible and use the “Five-Step Test” to determine if their child is big enough to safely use a seat belt without a booster seat.

 

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

On Wednesday, May 14, 2025, from 10:30 am to 11:30 am, the Oxnard Police Department will be hosting its 26th Annual Memorial Ceremony.  The ceremony will occur in front of the Oxnard Police Department. 

In 1962, President John F. Kennedy signed a proclamation that designated May 15th as Peace Officers Memorial Day and the week in which that date falls as Police Week. Decades later, the event became known as National Police Week. This year, National Police Week is from Sunday, May 11, 2025, to Saturday, May 17, 2025. During National Police Week, thousands of law enforcement officers and survivors travel to Washington D.C. and other parts of the United States to honor those officers that made the ultimate sacrifice.

Our Memorial Ceremony will honor Oxnard’s seven fallen police officers who lost their lives in the line of duty. Each officer made the ultimate sacrifice while proudly wearing the badge of the Oxnard Police Department and bravely working to keep the City of Oxnard safe.

The ceremony is open to the public and community members are encouraged to attend to honor our fallen police officers and pay tribute to all law enforcement officers who continue to serve. 

Several streets surrounding the Oxnard Police Department will be closed beginning at 7:00 am until approximately 12:00 pm. Vehicle traffic will be diverted from the area and intersections will be controlled by police personnel. Motorists traveling through the area should expect minor delays and are asked to avoid the area if they are not attending the ceremony. The following intersections will be closed:

  • Northbound C Street from Fourth Street

  • Westbound Third Street from B Street

  • Eastbound Third Street from D Street

  • Southbound C Street from Second Street

Celebrate Cinco de Mayo Responsibly

 

Oxnard, Calif. – The Oxnard Police Department encourages the public to celebrate Cinco de Mayo responsibly by planning ahead and designating a sober driver.

 

On May 4, the Oxnard Police Department will have additional officers on patrol from 3:00 p.m. to 10:00 p.m. looking for drivers suspected of driving under the influence of alcohol and/or drugs.

 

The Oxnard Police Department wants to remind the community that alcohol is not the only substance that can cause impairment. Prescription drugs, over-the-counter medications, cannabis products and other drugs may also cause impairment. If you plan on drinking or taking medications with a driving warning label, let someone who is sober drive. If you see someone who appears to be driving while impaired, call 9-1-1.
