DETAILS:

On October 1, 2018, at approximately 10:40 p.m., a patrol sergeant stopped a stolen 2015 Honda Odyssey in the 700 block of W. Hueneme Rd. The driver, 26-year-old Rubiel Juarez-Garcia, was arrested for being in possession of a stolen vehicle. Juarez-Garcia was in the company of an adult female who was also arrested for an outstanding misdemeanor warrant. Juarez-Garcia was arrested less than a month ago in possession of another stolen vehicle.

At approximately 11:30 p.m., a second stolen vehicle was pursued by a patrol officer in the area of Rose Avenue and Emerson Avenue. The officer canceled the pursuit due to the dangerous conditions created by the suspect driver. The vehicle was recovered unoccupied a few minutes later. This investigation is ongoing.

At approximately 2:20 a.m., a third stolen vehicle, a 1997 Honda Accord, was located in the area of Saviers Road and Bryce Canyon Avenue. The vehicle evaded officers but was spotted by private security officers on patrol in the 300 block of E. Poplar Street. Augustine Frenes, a 20-year-old Oxnard resident, was arrested for being in possession of the stolen vehicle. Frenes has been arrested five times in the last year which included four counts of robbery.

Approximately 75 vehicles in Oxnard were stolen in September 2018. During that same time period, approximately 30 arrests were made in direct connection to the vehicle thefts. Despite the high number of arrests, there is still an approximate 14% rise in auto thefts compared to last year.

The Oxnard Police Department would like to remind residents of the following tips to prevent vehicle thefts:

Never leave your car unlocked, not even for a minute.
Never leave your keys in the car, even if you think they are really “hidden.”
Don’t leave your car idling and unattended because it is unnecessary (it doesn’t get cold enough here), it is unsafe and illegal, and someone can steal your car.
Wheel locks, brake pedal locks, and steering wheel locks are also effective.

DETAILS:

On September 30, 2018 at about 5:20PM, officers responded to a radio call regarding a brandishing of a firearm. An alert Oxnard Police Officer located the suspect vehicle driving in the area. Officers conducted a traffic enforcement stop and contacted the driver, Charles Taitai. During the investigation, officers located a firearm in the vehicle.

Charles Taitai, a 34 year old Oxnard resident, is a convicted felon and was arrested for being a convicted felon in possession of a firearm, a felony.

On September 29, 2018 at about 11:20PM, officers were frequent patrolling the alleyway of 1965 San Gorgonio Ave and contacted a group of subjects. Several of the subjects fled from Officers. One subject was detained and found to be in possession of a loaded 9mm handgun.

Antonio Alarcon, a 24 year old Oxnard resident, was arrested for possessing a loaded firearm, a misdemeanor and possession a high capacity magazine.

On September 25, 2018, the Oxnard Police Department received an anonymous tip that there were illegal gaming machines located inside a business in the 1200 block of Saviers Road. Officers investigated and located two illegal gaming machines. The investigation revealed that a male subject, unrelated to the business, delivered and maintained the machines as well as collected the money from them on a regular basis. The machines were seized.

On September 26, 2018 at 3:00 pm officers patrolling the area located the male subject suspected of distributing the illegal gaming machines. He was identified as North Hollywood resident Guy Sharvit. Sharvit’s vehicle was searched and found to contain another gaming machine, keys associated with the gaming machines, and over $5400 in cash.

Officers learned of other possible locations with illegal gaming machines and contacted those businesses. Four more illegal gaming machines were located in three additional businesses; all four machines were tied to Sharvit.

Sharvit was arrested and booked at Ventura County Jail for possession/control of an illegal gaming machine and conspiracy to commit crimes.

On March 19, 2018 at approximately 12:50 p.m., an adult female victim contacted the Oxnard Police Department. She reported that she was sexually assaulted inside a residence in the city of Oxnard. The Oxnard Police Department’s Family Protection Unit (“FPU”) responded to the call for service and took over the criminal investigation. The suspect was identified as Victor Manuel Ortiz, a 31-year old Tarzana resident.

After several months of investigation by the FPU, the case was presented to the Ventura County District Attorney’s Office for filing. A warrant for the arrest of Ortiz was issued.

At approximately 3:00 p.m. on September 25, 2018, Ortiz turned himself in at the Ventura County Sheriff Department’s East Valley Station. He was booked for: 261(a)(2) PC (Forcible rape), 288a(a) PC (Forcible oral copulation), and 289(a)(1)(A) PC (Forcible digital penetration). Ortiz’ bail was set at $100,000.

On September 24, at approximately 7:56 p.m., officers from the Special Enforcement Unit contacted occupants in a vehicle in the 300 blk. of Featherstone St. The occupants were removed from the vehicle and the driver, Joshua Bracamontes, was found to be in possession of a loaded handgun. Bracamontes was charged with being in possession of a loaded firearm while not being the registered owner (felony) in addition to other firearms violations.

A passenger in the vehicle, Nathan Saffa, was arrested for possession of methamphetamine and narcotic paraphernalia.

On September 23, 2018 at approximately 2:35 a.m., Oxnard Police Officers responded to a call for service regarding an injury traffic collision in the intersection of Fifth Street and Meta Street. When officers arrived, they located an injured male subject in the intersection. The victim was transported to the Ventura County Medical Center (VCMC) where he underwent emergency surgery. The victim later succumbed to his injuries.

The preliminary investigation revealed that the victim was possibly involved in an altercation with an unknown subject in the intersection of Fifth Street and Meta Street. Immediately following the possible altercation, the victim was struck by an older model white SUV. After the victim was struck, the vehicle fled the scene. Detectives are currently canvassing for video surveillance from the businesses in the area and following up on statements obtained from witnesses who were at the scene. The death of this subject is considered to be suspicious at this time.

September 23-29 is Child Passenger Safety Week

Children are our future, and Oxnard Police Department is supporting efforts by the California Office of Traffic Safety (OTS) and the National Highway Traffic Safety Administration (NHTSA) to help parents and caregivers make sure their children ride as safely as possible every time they get in the car.

Child Passenger Safety week is from September 23-29. During this time, Oxnard Police Department will have certified child passenger safety technicians at a car seat check event to show parents and caregivers how to install car seats correctly, provide guidance on choosing the right car seat for a child, and what to do if the seat is subject to a safety recall.

The Oxnard Police Department will be participating in a car seat check event on Tuesday, September 25, 2018, from 10:00 a.m. to 1:00 p.m. at Rio Neighborhood for Learning (3300 Cortez Street, Oxnard)

In passenger cars, car seats reduce the risk of an infant being killed in a crash by 71 percent, and toddlers by 54 percent. While many children are buckled in properly in the correct car seats for their age and size, more than half (59 percent) are not.

Sadly, car crashes are the leading cause of death for children. In 2016, 35 percent of children under 13 killed in crashes were not restrained in car seats, booster seats, or seat belts.

The Oxnard Police Department offers tips for parents and caregivers so they can be sure your child is the safest when traveling by car:

Get the right car seat: Rear-facing, forward-facing, or booster seat depending on your child’s age, weight and height, and the manufacturer’s recommendations on the seat: http://bit.ly/carboosterseats
Know the Law: California law requires specific child restraint system based on child’s age, weight, and height:

Read the manufacturer’s instructions and vehicle owner’s manual: Pay attention to how you adjust the car seat’s harness for a proper fit.
Register your seat right away: Mail in the registration card that came with the seat, or go to https://www.nhtsa.gov/equipment/car-seats-and-booster-seats#car-seat-registration so the manufacturer can notify you in the event of a safety recall.
Rear-facing as long as possible: Keep a child in a rear-facing seat up to the top height or weight allowed by the car seat’s manufacturer. Research shows that children are safest when rear-facing.
Forward-facing car seats: Once your child outgrows a rear-facing seat, keep your child in a forward-facing seat with a harness and tether. Tethers should always be used for forward-facing car seats. Children are encouraged to stay in forward-facing seats as long as possible before moving to a booster seat.
Back Seat Safety: Children under 13 should always ride in the back seat.

On September 21, 2018, at approximately 11:55 AM, an officer conducted a traffic stop for a vehicle code violation in the area of Ventura Road and Beverly Drive in Oxnard. The Officer contacted the driver, Jose Ortiz, and later conducted an investigation for driving under the influence. The driver was arrested and while conducting a search of Ortiz’s property, the officer located a loaded .22 cal handgun.

Ortiz was arrested for 23152 CVC, driving under the influence (misdemeanor) and 25400(a)(1) PC, possession of a concealed firearm in a vehicle (misdemeanor).

On September 7, at approximately 2:45p.m., Officers from the Oxnard Police Department responded to the area of Hemlock Street and Ventura Road reference a subject that brandished a firearm towards the victim. This incident stemmed from a road rage incident that occurred just previously to the brandishing. The brandishing occurred in the 400 block of South Ventura Road

As officers were speaking with the victim, officers from the Port Hueneme Police Department observed a vehicle matching the description of the suspect vehicle in the area of Channel Islands Boulevard and Ventura Road, and stopped the vehicle in the 1400 block of East Channel Islands Boulevard. During this stop, a witness told officers that the driver of the car, identified as Olguin, threw a firearm out of the vehicle prior to yielding for the officers. Officers retrieved the firearm, a loaded .22 caliber handgun.

Olguin was positively identified by the victim as the subject who brandished a firearm towards him. The victim’s young daughter was also with the victim during the brandishing.

An Oxnard Police Service Dog (PSD) assisted with the search of the suspect vehicle. PSD “Capone” located a significant amount of a substance suspected to be heroin in the vehicle. Officers also located other items consistent with the sale of the drug inside the vehicle, as well as a large amount of cash found on the suspect.

Olguin was arrested by Oxnard PD for several violations, including possessing a firearm in a vehicle (a misdemeanor), brandishing a firearm (a misdemeanor), possessing a controlled substance for sale (felony), possessing a controlled substance while in possession of a firearm (felony), transportation of a controlled substance for sale (felony), and child endangerment (felony).
