DETAILS:

On February 15, 2019 at about 8:50PM, Officers were dispatched to the south alley of the 300 block of Cuesta Del Mar reference subjects drinking and disturbing. Upon arrival, officers observed subjects loitering around a parked vehicle; multiple subjects fled when they saw police officers.

One subject who fled, Cuen, was detained by an officer. Cuen was found to be on Post Release Community Supervision for possessing a firearm. Cuen was arrested for resisting & delaying the duties of a peace officer, and a flash incarceration for violating the conditions of his PRCS.

Officers also located an additional subject, Aguilar, seated inside the parked vehicle. Aguilar is also on probation for firearms and drug offenses. Officers searched the vehicle where Aguilar was located; underneath Aguilar’s seat officers found a loaded 9mm handgun. Aguilar was arrested for possession of a firearm by a prohibited person, a felony.

Both Aguilar and Cuen are documented gang members.

The City of Oxnard experienced an overall 6.1% decrease in reported crimes in 2018. This includes an 11.8% reduction in reported violent crimes, and a 5.1% drop in reported property crimes.

The Department of Justice’s Uniform Crime Reporting (“UCR”) Program collects crime statistics from 17,000 city, county, state, tribal, and federal law enforcement agencies throughout the country. The Oxnard Police Department has been tracking its UCR statistics for nearly 50 years.

The UCR program uses a system to prioritize and categorize multiple offenses down to the most serious of eight “Part One” crimes. Part One crimes are broken into two categories – violent crimes and property crimes. The Part One schedule includes the following crime types:

Homicides

For purposes of crime classification and reporting, the Federal Bureau of Investigation and the California Department of Justice define homicide as “the willful (nonnegligent) killing of one human being by another.”

There were fourteen homicides in Oxnard in 2018. Investigators cleared seven cases with arrests.

Other homicide cases cleared in 2018 include cold cases from 1979 and 2016. Both were cleared as justifiable homicides[1]. Five additional cases from 2017 were cleared, three of which resulted in arrests, one case was cleared as a justifiable homicide, and one case was cleared by exceptional means[2] when the suspect became the victim of a homicide in a different case. In total, 16 arrests were made in 10 homicide cases throughout the year; four cases resulted in the arrest of multiple suspects.

During 2018, there were 258 commercial burglaries reported compared to 323 in 2017, a decrease of 20.1%, or 65 fewer crimes.

Arson

Larceny is responsible for 60% of the total crime picture and is the most preventable. This crime category decreased by 7.3% overall in 2018. There were 3,848 larcenies reported during calendar year 2017 and 3,568 during 2018, a decrease of 280 incidents. In past years, the two driving forces behind the larceny crime rate was Shoplifting and Thefts from Motor Vehicles. This year detectives placed more emphasis on working with retailers to curb thefts from stores. There were 295 fewer shoplifts in 2018.

Motor Vehicle Theft

For purposes of crime classification and reporting, the Federal Bureau of Investigation and the California Department of Justice define motor vehicle theft as “the theft or attempted theft of a motor vehicle.” A motor vehicle is defined as “a self-propelled vehicle that runs on land surface.”

Motor vehicle theft increased by 13%, with 693 motor vehicle thefts reported during 2017, and 783 during 2018. Statewide, the most popular cars stolen are older model Honda Accords and Civics. Unfortunately, many of these vehicle thefts continue to be preventable. Approximately 25%, or 200 car thefts, were considered preventable in 2018.

Overall, Oxnard saw its third consecutive year of declining crime rates.

Although 2018 data is not yet available, the FBI reported that in 2017, for cities nationwide with a population between 100,000 and 249,999, the violent crime rate averaged 4.73 incidents per 1,000 residents in 2017. Oxnard experienced 3.88 violent crimes per 1,000 residents in 2018.

In regards to property crimes, comparable cities nationwide averaged 30.83 incidents per 1,000. Oxnard experienced 24.68 property crime incidents per 1,000 residents in 2018.

On February 13, 2019, an Oxnard Police Department Officer observed and stopped a stolen 1994 Honda Accord in the area of Ventura Road and Fuchsia Street. Officers contacted and arrested the driver, Marco Ferrer, 25 years old. During the investigation, it was determined that the Honda was stolen out of the county of San Bernardino, where Ferrer resides.

On Monday, 2/11/19, at approximately 7:27 P.M., Oxnard Police Officers responded to a report of a stolen vehicle from the Vista Ford/Lincoln dealership located at 1501 Auto Center Dr. in Oxnard. Officers were told that someone stole a 2017 Lincoln Navigator from their lot.

At approximately 11:13 P.M., Oxnard patrol officers located the Navigator near the intersection of Teakwood Ave. and J St. Officers stopped the vehicle and identified the driver as Malik Rasheed. The passenger was identified as Kristina Niles. Rasheed had several arrest warrants and was charged with auto theft. Niles also had arrest warrants and was taken into custody.

Our city is currently experiencing a significant increase in stolen vehicles. To combat the problem, the Police Department is prioritizing taking a proactive comprehensive approach in the prevention, enforcement, and investigation of stolen vehicles.

A significant percentage of the stolen vehicles are preventable. The Oxnard Police Department would like to remind residents of the following tips to prevent a vehicle from being stolen:

 Never leave your car unlocked, not even for a minute.

 Never leave your keys in the car, even if you think they are really “hidden.”

 Don’t leave your car idling and unattended because it is unnecessary (it doesn’t get cold enough here), it is unsafe, illegal, and someone can steal your car.

On February 11, 2019, a member of the Oxnard Police Department observed a stolen 1993 Honda Accord in the 400 block of Kamala Street. Officers stopped the vehicle and contacted the driver, Luis Angel Aguilar, 36 Years Old. During the investigation, it was determined that the Honda was stolen out of the city of Oxnard on February 6, 2019. Aguilar was arrested for driving a stolen vehicle.

Aguilar was previously arrested for auto theft in October of 2018 and is currently on probation as a result of that arrest.

The number of stolen vehicles in Oxnard is still climbing and Honda vehicles continue to be the number one stolen car in Oxnard.

On February 11, 2019, at about 3:30 AM, officers with the Oxnard Police Department located a stolen vehicle (1996 Honda Civic) in the area of Date St and Saviers Rd. The officers contacted the driver, Jesus Flores, and arrested him without incident for the unlawful taking of a vehicle (a felony), and additional charges. Flores was also found to have a felony warrant out for his arrest related to a previous charge of unlawful taking of a vehicle.

On Saturday, February 9, 2019, between the hours of 9:00 p.m. and 2:00 a.m., officers from the Oxnard Police Department conducted a DUI/Driver’s License Checkpoint in the City of Oxnard. The checkpoint was conducted in the westbound lanes of Wooley Rd. west of Oxnard Blvd. This location was chosen to provide increased DUI deterrence and in response to recent alcohol-related arrests and DUI collisions.

Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. The Oxnard Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.

The Oxnard Police Department offers these reminders to ensure a fun night doesn’t get spoiled with a DUI:

Decide before you go out whether you plan to drink or drive. You can’t do both.
If you plan to drink, designate a sober driver before going out, or map out another way to get home safely by taking a cab, ride-share services like Uber or Lyft, or using public transportation. You can also look up designated driver services in your area using the National Directory of Designated Driver Services (NDDDS).

Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be approximately $13,500. This includes fines, fees, DUI classes, license suspension and other expenses not to mention possible jail time.

The Oxnard Police Department will be conducting another DUI/Driver’s License Checkpoint later this month in our ongoing commitment to take suspected impaired drivers off our streets and highways, ultimately lowering the risk for deaths and injuries.

The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

On February 9, at approximately 10:27 p.m., officers from the Special Enforcement Unit (gang unit) attempted to conduct a traffic enforcement stop in the 1100 blk. of S. Oxnard Blvd., for a vehicle code infraction. The driver failed to yield and a vehicle pursuit ensued. The pursuit went south through the Cal Gisler Neighborhood and concluded in the 4300 blk of Terrace Ave. Throughout the pursuit the driver went through several controlled intersections without slowing or stopping when required to do so. The driver, later identified as Freddie Avalos, fled through several yards but was apprehended after a brief struggle. Avalos is on Federal Probation and had a federal warrant issued by the U.S. Marshals. In addition to Avalos’ warrant, he was charged with felony evading, resisting a public official with violence or the threat of violence (felony), and felony child endangerment (Avalos’ 11-month-old infant was in the vehicle).

In addition to the 11-month-old infant, two female adults and two juveniles were apprehended in the vehicle at the conclusion of the vehicle pursuit. Vicky Lastimosa, the 11-month-old infant’s mother, was a passenger in the vehicle and was charged with felony child endangerment. Kenya Contreras was arrested for a warrant, and subsequently charged with felony narcotics possession when she brought methamphetamine into the custody facility. A 17-year-old juvenile was arrested for a warrant, and a second 17-year-old was cited and released to her parents for violating her court ordered probation.

On February 8, 2019, at about 9:20 PM, officers with the Oxnard Police Department located a stolen vehicle (2015 Toyota truck) in the area of Rose Ave and Emerson Ave. The officers contacted the driver, Nuno, and arrested him without incident for the unlawful taking of a vehicle (a felony), and additional charges. The passenger, Llamas, was arrested for possessing narcotics.

A significant percentage of the stolen vehicles are preventable. The Oxnard Police Department would like to remind residents of the following tips to prevent a vehicle from being stolen:

Never leave your car unlocked, not even for a minute.
Never leave your keys in the car, even if you think they are really “hidden.”
Don’t leave your car idling and unattended because it is unnecessary (it doesn’t get cold enough here), it is unsafe, illegal, and someone can steal your car.
Wheel locks, brake pedal locks and steering wheel locks are also effective.

On February 8, 2019 at 11:55 pm an Oxnard Police Department patrol officer contacted a group of subjects in the 500 block of Cuesta Del Mar. Luis Mendez, 27-year-old Oxnard resident, was seen discarding a loaded semi-automatic handgun as the officer approached. Mendez was arrested for possessing a loaded firearm.
