DETAILS:

On March 1, 2019 at approximately 12:45am, an Oxnard Patrol Officer contacted Jesus Rangel asleep in his vehicle, in the 500 block of south Victoria Avenue. During the investigation, Rangel was found to be on probation, under the influence of a narcotic and in possession of a small quantity of heroin.

Officers conducted a probation search of Rangel’s vehicle and located a loaded .44 caliber revolver along with an extra 30 rounds of hollow point ammunition. Rangel was found to be prohibited from possessing firearms. Rangel was arrested for various firearm and narcotic related offenses.

On February 27, 2019, a team comprised of members from the Oxnard Police Department, Oxnard Fire Department, Oxnard Code Compliance, California Highway Patrol and the Department of Motor Vehicles conducted inspections at several automotive repair and body shops located in Oxnard. The inspections were conducted as part of the City of Oxnard Code Compliance Division’s assigned duties of maintaining business compliance with city codes.

Oxnard Police Department Auto Theft Task Force (ATTF) members and the Ventura County Combined Auto Theft Task Force (VenCATT) also participated in the inspections. The two auto theft units were specifically tasked with the inspection of abandoned, inoperative and dismantled vehicles to verify whether or not they were stolen. No stolen vehicles or stolen vehicle parts were identified.

The inspections of the automotive repair and body shops resulted in the issuance of numerous citations for failing to possess state and city licenses to operate a business, fire code violations and city ordinance violations, as well as, correctable citations to businesses in the process of rectifying infractions.

On February 27, 2019 at about 9:23 a.m. officers responded to Courtland Street near Canterbury Way, regarding a report of a carjacking. The driver told police that he was parking his vehicle, when three teens approached him and demanded his car keys and money. One of the teens was holding a gun. The carjackers then took off in the victim’s car, which was a 2004 Honda Odyssey Minivan.

The teen with the gun was a Hispanic male, 12-14 years old, 5’0” to 5’3”, 100 lbs. He was described as having a thin face and wearing a black checkered hooded sweatshirt. The other teens were also described as Hispanic males, 12-14 years of age, 5’0” to 5’3”, 100 lbs. One of them was wearing dark blue sweatshirt.

INCIDENT:	Shooting Suspects Arrested For Attempted Murder And Brandishing A Firearm With Gang Enhancements

On February 27, 2019 at approximately 0500 hours, investigators from the Oxnard Police Department Violent Crimes Unit, with the assistance of SWAT teams from the Oxnard Police Department and Ventura County Sheriff’s Office as well as the Oxnard Police Department K-9 Unit, served search warrants in the 3000 block of South “L” Street in the City of Oxnard, the 2000 block of Blackberry Circle in the City of Oxnard, and the 6300 block of McBean Road in the City of Somis. The search warrants were related to two separate shooting incidents in the City of Oxnard, the first of which occurred on January 19^th in the 2000 block of Kepler Drive and the second which occurred during the early morning hours of January 21^st in the 100 block of North Oxnard Boulevard.

During the service of the warrant in the 3000 block of “L” Street, a 17 year old juvenile, who is a documented criminal street gang member, was taken into custody and later arrested for attempted murder, a gang enhancement, and firearms related charges. In addition, a large caliber revolver and ammunition was located and seized. The juvenile was later lodged at juvenile hall.

After the service of the search warrants, a second suspect, 20 year old Oxnard resident Emilio Torres, was contacted at the Oxnard Police Department. Torres, who is also a documented criminal street gang member, was arrested for brandishing a firearm as well as a gang enhancement. He was later booked into the Ventura County Jail for those charges. The investigation is ongoing.

On February 27, 2019 at approximately 1044 hours, Oxnard Police Department officers were dispatched to a call of suspicious circumstances in the 1700 block of Gisler Avenue. Upon arrival, they contacted two victims who told officers they had been assaulted by two male suspects and stabbed by a female suspect. In addition, some of the victim’s property had been stolen.

Officers checked the surrounding area and located three people who matched the description provided by the victims. Investigators from the Violent Crimes Unit responded to assist with the investigation. The suspects were positively identified and were arrested. Sandy Mukul, a 29 year old Oxnard resident, was arrested for assault with a deadly weapon. Jesse Mukul, a 30 year old Oxnard resident, was arrested for battery. Benny Aguayo, a 28 year old Oxnard resident, was arrested for battery and petty theft. All three suspects were booked into the Ventura County Jail.

On February 27, 2019 at approximately 3:30 p.m., medical personnel from St. John’s Hospital informed the Oxnard Police Department that the victim succumbed to her injuries.

Detectives with the Oxnard Police Department’s Investigative Services Bureau are investigating the incident. Anyone who has information about this incident is urged to contact Detective Jacob Jundef at (805) 385-7680.

On February 25, 2019, at approximately 6:50 p.m., the Oxnard Police Department responded to the 100 block of Mallard Way, regarding a female suffering from suspicious injuries. Officers located the injured female and contacted EMS. EMS arrived on scene and immediately transported the victim to St. John’s Hospital.

The female victim is listed in critical condition according to medical personnel.

The incident is being investigated by Oxnard Police Department Investigative Services Bureau. The victim’s name is being withheld pending notification of her next of kin.

On February 13, 2018, Detectives assigned to the Ventura County Sheriff’s East County Narcotics Street Team (ECST) were conducting a surveillance in the 700 block of South ‘F’ Street when they observed two suspicious subjects enter a residential property and begin removing property. The detectives documented their observations and conducted a follow-up investigation on February 14, 2018. While speaking with the homeowner, detectives learned that a residential burglary had occurred and several thousand dollars of property was taken.

Detectives from the Ventura County Sheriff’s East County Narcotics Street Team and the Oxnard Police Department were able to identify Jesus Monares, a 55 year old San Bernardino resident, and Mercedes Jackson-Resto, a 27 year old Oxnard resident, as the two suspects from the burglary.

On February 21, 2019, Jesus Monares was located by detectives in the City of Oxnard. Monares was placed under arrest for the residential burglary. After being placed under arrest, Monares was found to be in possession of almost 32 grams of Methamphetamine, packaging, and a digital scale. Monares was additionally charged with possession of Methamphetamine for sales.

On February 25, 2019, with the assistance of Oxnard Police Department’s Neighborhood Policing Team (NPT), Mercedes Jackson-Resto was located and arrested for the residential burglary.

On February 24, 2019, at 11:21 pm, an Oxnard Police Department patrol officer conducted a traffic stop in the area of Rose Avenue and Gary Drive. During the traffic stop, it was determined that the passenger, Jonathan Faagogo, was a Post Release Offender, a California voter-approved supervised release status offered to nonviolent offenders.

A subsequent search of the vehicle was conducted and a loaded 9mm Ruger firearm was located inside the vehicle. The firearm was later determined to be stolen. The driver, Richard Chairez, was charged with multiple weapons violations. Faagogo was determined to be in violation of his PRCS probation and also taken into custody.

DETAILS:

On February 24, 2019, at about 11:30PM, officers from the Oxnard Police Department were in the area of Pleasant Valley Road and Olds Road when they heard multiple reports of gunshots. Officers responded to the area and observed a white sedan enter the Ocean Aire Mobile Home Estates in the 2200 block of Butler Road. As officers drove upon the vehicle, a male passenger fled from the vehicle, leaving the female driver.

Officers were able to learn that the male subject who fled may reside in the 1600 block of Lime Avenue within the mobile home park. Officers responded to that location and made contact with the residents. One of the residents, Martinez, was determined to be the subject who fled from the vehicle, as well as the subject responsible for the shots that were fired. A handgun belonging to Martinez was also located at this location.

Martinez was arrested for weapons violations, including possessing a firearm while in possession of a controlled substance, a felony.
