SUBJECT: Robbery Suspect Arrested for Firearms Possession Near School Grounds

SUSPECTS: Maciel Ayala, 18-year-old Oxnard resident

LOCATION: 3400 blk. South Rose Ave., Oxnard

On October 3rd, at approximately 10:50 a.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) assisted members of the Violent Crimes Unit with a robbery investigation that began in September. Investigators identified the suspect as Maciel Ayala and issued an arrest warrant for armed robbery. Members of the Special Enforcement Unit located Ayala seated in a parked vehicle in the 3400 blk. of South Rose Ave. and arrested Ayala for the robbery warrant.

Officers searched Ayala’s vehicle pursuant to a search warrant and located a loaded, 9-millimeter, Glock, semi-automatic, handgun. Ayala was subsequently arrested for felony firearms violations, including being in violation of California’s Gun-Free School Zone Act for possessing the firearm within 1,000 feet of Oxnard College, which has a child development center.

On October 2, 2024, at about 6:03 p.m., Oxnard police officers responded to a call of a subject casing for theft inside a gym facility in the 2000 Block of N. Oxnard Blvd. Officers located the subject, 48-year-old Oxnard resident Miguel Gallardo inside the locker room. Gallardo was found to be in possession of a loaded .40 caliber firearm. Gallardo was arrested for various weapons charges that included being a prohibited person in possession of a loaded firearm.

It was not known where he was headed.

Mr. Arellano is 5’ 05” tall and weighs approximately 125 pounds. He was last seen wearing a black shirt and blue jeans boots while pushing a blue walker. Mr. Arellano suffers from Dementia. A recent photo is attached.

SUBJECT: Man Struck by Vehicle, Dies in Oxnard

LOCATION: 100 block Magnolia Ave, Oxnard

VICTIM: Raul Silva, 46-year-old male, Oxnard Resident

On September 28, 2024 at 11:39 P.M., the Oxnard Police Department communications center received calls from individuals reporting a pedestrian had been struck by a vehicle in a parking lot in the 100 block of Magnolia Ave. The callers reported the person was struck intentionally. When officers arrived, they found Raul Silva, a 46-year-old, Oxnard resident, down in the parking lot and unresponsive. Officers began providing aid until Emergency Medical Services (EMS) arrived. Silva was transported to Ventura County Medical Center (VCMC) where he was pronounced deceased. The vehicle that struck Silva fled the scene prior to police arriving.

There were a number of witnesses present when officers arrived. Officers learned there had been some type of verbal altercation between Silva and the occupants of the suspect vehicle. During the altercation, the vehicle began to leave and struck Silva intentionally before fleeing the area.

The Oxnard Police Department’s Major Crimes Unit responded to conduct the investigation. The investigation is ongoing and no further information is available at this time. This is the sixth homicide of 2024 in the city of Oxnard. Investigators are encouraging anyone who has any information or may have heard or seen anything to contact Detective Ricardo Vega at (805) 385-7688 or by email at [email protected]. The city of Oxnard offers a reward of $25,000 for information leading to the arrest and conviction of any individuals responsible for committing homicides within the city.

SUBJECT: Juvenile Arrested for Firearms Possession, Juvenile’s Mother Cited for Criminal Firearm Storage

On September 25th, at approximately 9:56 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) contacted juveniles in a vehicle for a traffic violation. During the contact with the juveniles, the driver admitted to being in possession of his mother’s firearm. The juvenile was also unlicensed, and had been driving his mother’s vehicle. The juvenile was removed from the vehicle and the officers recovered a Glock, 9-millimeter, semi-automatic, handgun. The juvenile was ultimately arrested for felony firearms violations. A second juvenile that was in the vehicle was released at the scene. The juvenile that was arrested was cited and released to his mother who was issued a citation for criminal firearm storage.

SUBJECT: Juvenile Arrested for Firearms Possession

SUSPECTS: 15-year-old male Port Hueneme resident

LOCATION: 800 blk. of Jane Dr., Port Hueneme

On September 25th, at approximately 5:11 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) contacted a group of juveniles in the 800 blk. of Jane Dr. reference drinking alcoholic beverages in public. During the contact a 16-year-old juvenile attempted to flee and was apprehended after a short foot pursuit. The 16-year-old was ultimately cited and released to his mother for resisting arrest.

A 15-year-old juvenile that had been detained was found to be on probation for possession of a loaded firearm. Officers conducted a probation search at the juvenile’s residence and located a loaded, Smith & Wesson M&P Shield, 9-millimeter, semi-automatic handgun and a loaded, extended 34 round 9-millimeter magazine with the juvenile’s belongings. The 15-year-old was subsequently charged with various felony firearms violations and transported to the Juvenile Justice Center.

On January 1, 2024, at approximately 12:10 AM, officers from the Oxnard Police Department responded to the 2100 block of Sierra Way regarding a shooting victim in the street. Officers and Emergency Medical Services (EMS) personnel arrived on scene and located a 34-year-old male, later identified as Jose Juarez, suffering from a single gunshot wound. Officers began life saving measures and EMS Personnel quickly arrived and transported Juarez to the Ventura County Medical Center.

Unfortunately, despite life saving measures at the hospital Juarez succumbed to his injuries and was pronounced dead. This marked the first homicide in the city Oxnard for 2024.

The Oxnard Police Department Major Crimes Unit has been responsible for the investigation. New leads have been developed in the investigation and investigators are seeking additional information and the public’s support. On September 22nd, at approximately 10:50 p.m., officers from the Oxnard Police Department conducted a traffic stop on a vehicle for a traffic violation. During the traffic stop, the driver became uncooperative and was detained at the scene as he attempted to walk away. Officers observed a loaded handgun on the driver's seat in plain view. The driver was subsequently arrested for unlawful firearm possession.
