On 11/07/2019, at approximately 3:50 p.m., officers with the Oxnard Police Department were dispatched to the 1800 block of MacArthur Place in reference to a shooting victim. Upon arrival, officers located a 16-year-old male victim suffering from a gunshot wound in the south alley. The victim was transported to a local hospital and is listed in critical condition. DETAILS: The Oxnard Police Department is seeking the public’s assistance in locating a missing adult. Christopher Lopez, 18 years old, walked away from his home in the 400 block of North Juanita Avenue, Oxnard, around 6:00PM this evening. Christopher is described as a Hispanic male, 5’-2” / 130 pounds, last seen wearing a blue Captain America shirt and blue shorts. He has gone missing in the past for several days at a time. On November 4, at 5:45 p.m., officers from the Special Enforcement Unit (gang unit) and K-9 Unit conducted a traffic enforcement stop on a vehicle for a vehicle code infraction. Officers contacted the driver who was identified as Robert Rivas. Driver Rivas was the sole occupant of the vehicle. He was also found to be a convicted felon and is prohibited from owning or possessing any firearms or ammunition. With the assistance of the police K-9 unit, a search of the vehicle was conducted and a loaded .22 caliber handgun was located in the trunk of the vehicle. Rivas was subsequently arrested without incident.

Rivas was arrested and charged with 29800(a) PC- felon in possession of a firearm, 30305(a) (1) PC- felon in possession of ammunition and 25850(c) (6) PC- being in possession of a firearm and not being the registered owner.

At approximately 7:00 am on November 4, 2019, officers were dispatched to the 2300 Blk of South J Street reference a critical missing adult Apolonio Armenta. Apolonio was last seen in the area of the 2300 block of South J Street around 5:00 pm on November 3, 2019.

Currently the Oxnard Police Department is conducting an area search for Apolonio who is described as a 64-year-old Hispanic male, 4’11”, 120 lbs. Gray hair, brown eyes and was last seen wearing a brown plaid shirt, Khaki pants and brown work boots.

On 11/01/2019 at approximately 9:42 p.m., Officers with the Oxnard Police Department were dispatched to the 1900 block of Gaucho Way in reference to a stabbing victim. Upon arrival, officers located a 17-year-old male suffering from multiple stab wounds. The victim was transported to a local hospital and is listed in serious condition. the investigation is ongoing. The Oxnard Police Department Awarded Traffic Education and Enforcement Grant from the Office of Traffic Safety

The Oxnard Police Department received a $400,000.00 grant from the California Office of Traffic Safety (OTS) for a one-year enforcement and education program. The money will fund various activities intended to reduce deaths and injuries on California roads.

Oxnard Police Chief Scott Whitney commented that “we appreciate the funding from the California Office of Traffic Safety and will put it to good use to promote safe driving habits. The funding will allow for extra preventative measures through traffic safety education and enforcement. There is no excuse to be a dangerous driver and put others at risk. We all have a shared responsibility as drivers, pedestrians, and bicyclists to take extra precautions to create safer roadways and reduce collisions.”

The grant-related activities are for the 2020 federal fiscal year, which runs from Oct. 1, 2019 to Sept. 30, 2020.

The funding from the OTS will be used for numerous programs, including:

DUI/driver’s license checkpoints.
Patrols specifically looking for suspected alcohol and/or drug-impaired drivers.
Patrols targeting violations of California’s hands-free cell phone law and vehicle code violations by drivers, motorcyclists, bicyclists and pedestrians that put other roadway users at risk.
Patrols targeting the primary causes of crashes: Speeding, improper turns, running stop signs or signals, right-of-way violations and driving on the wrong side of the road.
Traffic safety education presentations for youth and community members on distracted and impaired driving, bicycle and pedestrian safety.
Serving warrants to multiple DUI offenders.
Creating “Hot Sheets” identifying repeat DUI offenders.
Officer training to identify suspected impaired drivers and conduct sobriety tests.

“Getting in a vehicle remains one of the most dangerous things we do,” OTS director Barbara Rooney said. “We must continue to work with our partners in law enforcement to shift that realization and make traveling on our roads safer.”

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

On October 30, 2019 at approximately 9:20 p.m., officers from the Oxnard Police Department were dispatched to a collision involving a pedestrian and an Amtrak train in the 500 block of North Oxnard Blvd. Officers on scene discovered an adult male had been struck by the train and had sustained significant injuries from the collision.

The male was taken to the Ventura County Medical Center by ambulance and is currently listed in critical condition. If you witnessed this collision or have any additional information, please contact the Oxnard Police Department or Amtrak Police.

On October 28, 2019, at about 2:30 A.M., Oxnard Police Department patrol officers responded to a shooting victim in the 400 block of La Canada Avenue. When the officers arrived, they found a Hispanic male adult suffering from one gunshot wound. Emergency Medical Services (EMS) responded and transported the victim to the Ventura County Medical Center, where he was taken into surgery. The victim died at the hospital from complications from his injuries.

The Oxnard Police Department Homicide Unit responded to investigate the shooting. Investigators are currently in the preliminary stages of the investigation. Investigators learned that a homeowner shot a subject who was burglarizing his home. The homeowner is currently cooperative with investigators.

On October 27^th, 2019 at 5:10 p.m., officers from the Special Enforcement Unit (gang unit) were in the area of Beck Park at the 600 block of west Kamala Street reference recent gang activity. Officers contacted a subject, Eddie Martinez (37), in Beck Park. Martinez is a documented criminal street gang member in the City of Oxnard, and is currently on Parole for assault with a deadly weapon. During a Parole search, Martinez was found in possession of a loaded .45 caliber semi-automatic handgun.

The firearm, found in Martinez’ possession, was also found to be unregistered. Martinez is a prohibited person from possessing a firearm due to a prior felony conviction. Martinez was arrested and charged with numerous firearms violations.

The Oxnard Police Department is seeking the public’s assistance in locating a missing dependent adult. On 10/26/19, at 9:31 p.m., the department received a call of a missing dependent adult from the 2200 block of Mariposa Drive, in Oxnard. 25-year-old Leonardo Naveja was last seen at his home on Mariposa Drive earlier during the evening, at around 6 p.m. Naveja is described as a Hispanic, male, 5’8”, 110 lbs., black hair, brown eyes, wearing a blue jacket, black sweatpants, and carrying a gray/maroon backpack.
