On October 11, 2019, at approximately 4:45 p.m., a pair of officers were working bike patrol in the Southwinds neighborhood when they contacted a group of four subjects in the south alley of the 300 block of Cuesta Del Mar. One of the individuals, suspect Jose Luis Ortiz (age 41), was seated inside a vehicle that was illegally parked in the alley. During a search of Ortiz, officers located a handgun in his pants pocket, in addition to a quantity of methamphetamine. Ortiz was arrested and charged with the felonies of possession of a controlled substance with a firearm and felon in possession of a firearm.
In October of 2015, Ortiz was also arrested in the south alley of the 500 block of Cuesta Del Mar on a felony charge of being a convicted felon in possession of a loaded firearm.
