SUBJECT:    Gang Member / Prohibited Person Arrested for Firearms and Narcotics for Sale Possession

LOCATION:  “E” Street at Guava Street, Oxnard, CA

On May 15, at 5:02 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop of a Ford Ranch Wagon for a vehicle code violation at the intersection of “E” Street and Guava Street.  The Driver, Lisa Roman (44yrs), and passenger, Noe Rodriguez (27yrs), were contacted in the vehicle.  Rodriguez is a known criminal street gang member in the City of Oxnard and on Post Release Supervision in the County of Ventura.  Rodriguez is also a prohibited person from possession of firearms or ammunition due to prior felony convictions.

 

During a search, a loaded Kassnar 12-gauge shotgun with a sawed-off barrel and modified pistol grip was located, and additional 12-gauge ammunition was located in Rodriguez’ pants pockets.  The firearm was found to be unregistered in the state of California.  Rodriguez was also found to have approximately one ounce of methamphetamine and a digital scale on his person.  Rodriguez was arrested for various firearms and narcotics for sale related charges.

 

Roman was found in possession of approximately one ounce of methamphetamine, an eighth of an ounce of heroin, a scale and additional controlled substance packaging material.  Roman was arrested for narcotics for sale charges.

 

Rodriguez is currently in the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – which was effective October 1, 2011.  This program mandates that individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison.  The public should be aware that release under AB 109 is based on the offender’s most recent committing offense. Prior convictions are not considered.

On May 15, at 8:56 p.m., Officers from the Oxnard Police Department responded to the 200 block of Cuesta Del Mar reference subjects drinking and disturbing.  As officers were conducting a foot patrol in the area, they observed the suspect, Ricardo Sandoval, duck out of view and heard an object discarded.  Officers contacted Sandoval and located a loaded firearm that he had attempted to hide from officers.  An amount of methamphetamine was also located on Sandoval. 

 

Sandoval was charged with multiple firearm and narcotic related charges.

The Oxnard Police Department is seeking the public’s assistance in locating a missing juvenile.  Michael Robert Dennie, 11 years old, was reported missing from his home in the 700 block of Isela Street in Oxnard at about 5:00PM.  Michael is described as a white male, 5’1”, 90 pounds, blond hair and blue eyes.  He was wearing a black “Nike” t-shirt and dark colored basketball shorts. 

It is not known where Michael may have been headed.  If you see him, please call the Oxnard Police Department dispatch center at (805) 385-7740

SUBJECT:    Pimping / Prostitution Arrest

LOCATION: 500 Block Danvers River Street, Oxnard

SUSPECT:   Choon Seet, 53 years old, New York Resident

                    Ju-zhen Shen, 46 years old, Transient

                    Ying Shen, 40 years old, El Monte Resident

The Oxnard Police Department received several complaints regarding suspicious activity at a residence in the 500 block of Danvers River Street in the City of Oxnard. Detectives conducted a follow-up investigation on the residence. Based on the information obtained from the investigation, detectives believed the residence was being used for prostitution.

On May 12, 2020, with the assistance of the Ventura County District Attorney’s Office, Ventura County Human Trafficking Task Force, Federal Bureau of Investigation, Homeland Security Investigations, Ventura County High Tech Task Force, Oxnard Family Protection Unit, Oxnard Neighborhood Policing Team, and a victim services group, Oxnard Detectives served a search warrant at the residence. Upon completion of the investigation, Choon Seet was arrested for pimping, a felony, after detectives discovered that he was receiving proceeds generated from prostitution. Ju-zhen Shen and Ying Shen were also arrested and issued a notice to appear for soliciting prostitution, a misdemeanor.

On May 7, at 9:05 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop of a Silver Kia Sol for a vehicle code violation at the intersection of Bard Road and Simpson Drive.  The Driver, Jessie Cortez (32yrs), and passenger, Gustavo Meza (32yrs), were contacted in the vehicle.  Both Cortez and Meza are known criminal street gang members in the City of Oxnard and are on probation in the County of Ventura.  Cortez is also a prohibited person from possession of firearms or ammunition.

 

During a search of Cortez’ person, a loaded Ruger 9mm semi-auto handgun was found concealed in his waistband.  The firearm was found to be unregistered in the state of California.  Cortez was arrested for various firearms related charges.

 

Meza was found in possession of controlled substance paraphernalia, and was arrested for narcotics charges.

On May 7, at 4:20 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop of a white Nissan Kick for a vehicle code violation at the 2800 block of Saviers Road.  As the vehicle yielded, the right front passenger fled on foot from the Nissan.  The right front passenger, identified as Michael Cardenas (18 yrs), was contacted a short distance away.  Cardenas is a known criminal street gang member within the City of Oxnard, and due to prior felony convictions Cardenas is a prohibited person from possession of a firearm or ammunition.

 

When Cardenas was contacted, he was found in possession of a concealed and loaded semi-auto .22 caliber handgun.  The firearm was also found to be unregistered.

On May 3, 2020 at approximately 7:18 P.M., officers from the Oxnard Police Department were dispatched to the west alley of the 2100 block of Mariposa Street, in reference to a shooting. When officers arrived, they located evidence of a shooting however, all involved parties had fled the area. A short time later, an 18-year-old male shooting victim arrived at an area hospital with a gunshot wound to his upper body. He is currently listed in stable condition. Investigators from the Oxnard Police Department Violent Crimes Unit responded to the scene to assist with the investigation. The investigation is ongoing and no further information is available at this time. On May 3, 2020, at about 7:00 PM, a patrol officer conducted a traffic stop on a vehicle, for a traffic infraction, at the intersection of Rose Avenue and South Oxnard Boulevard. There were two occupants in the vehicle. The driver was identified as Jesus Aguilar (age 35), and the passenger was a 17-year-old male. A records check showed Aguilar had a suspended driver’s license. During a search of the interior of the vehicle, officers located two loaded handguns with high capacity magazines, in addition to a small quantity of heroin.

Aguilar is a convicted felon and prohibited from possessing a firearm. He was arrested multiple felonies including felon in possession of a firearm, carrying a loaded firearm in a vehicle, possession of a controlled substance with a firearm, and possession of a large capacity magazine. Aguilar was booked at Ventura County Jail.  

The juvenile was arrested for carrying a loaded firearm in a vehicle and lodged in Ventura County Juvenile Hall.

DETAILS:

On May 3, at approximately 7:41 p.m. officers from the Special Enforcement Unit (gang unit) and Oxnard K-9 Unit, conducted a traffic stop on a vehicle for a traffic infraction.  The vehicle yielded on Oxnard Blvd., south of Statham.  The driver was found to be unlicensed and the officers observed open alcoholic beverage containers in the vehicle.  The occupants were removed from the vehicle.  One of the rear passengers, a 17-year-old male Oxnard resident, was found to be in possession of a loaded semi-automatic handgun with a high capacity magazine.  The juvenile was arrested for felony firearms violations and transported to Juvenile Hall.
