On the above date and time, officers from the Oxnard Police Department conducted a traffic stop for vehicle code violations at Gloria Court and Colonia Road in Oxnard. Rivera-Lopez was the driver of the vehicle. He was initially untruthful about his name. Officers learned he had two outstanding warrants for his arrest. During a search of the vehicle, officers located a loaded 9mm handgun on the driver’s floorboard of the vehicle. Rivera-Lopez is prohibited from possessing firearms. Drugs were also located in the vehicle.

Rivera-Lopez was arrested for several firearm-related charges and drug charges. A passenger was arrested for being under the influence of a controlled substance and giving false information to an officer.

On June19, at 8:00 a.m., Oxnard Police Officers responded to a report of a stolen commercial van in the area of Ninth St. and F Street, in Oxnard. Upon checking the area, the stolen van was observed entering a parking lot in the 800 block of W. Wooley Rd. The driver, Arturo Pedro, exited the van and approached a sedan which had also parked in the parking lot. Officers contacted and arrested Arturo Pedro for unlawfully driving a stolen vehicle.

The driver of the sedan, Fernando Salinas and passenger Christopher Russell, were also contacted. Further investigation revealed that the sedan was a previously reported stolen vehicle. Fernando Salinas was also found to be on probation for motor vehicle theft, to have two outstanding felony warrants related to vehicle theft and was out on $0 bail for an arrest for unlawfully driving a stolen vehicle, which occurred on May, 25, 2020. Salinas was arrested for the unlawful driving of a stolen vehicle and the two outstanding warrants. Christopher Russel is a Post Release Offender (PRO) for a previous charge of being a prohibited person in possession of a firearm. A probation search of Russell’s person produced stolen property which was determined to have been taken from a third outstanding stolen vehicle. Russell was arrested for possession of stolen property and violating the terms of his probation, a felony.

SUBJECT: Firearm, Ammunition and Narcotics for Sale Arrest

On June 18, at approximately 7:30 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop of a white Chevy Silverado at the intersection of Gisler Avenue and Guava Street. Officers contacted Noe Ambriz (19yrs) and Jovany Lopez (20yrs) in the vehicle. During the traffic stop, a search of the vehicle was conducted.

During the search of the vehicle, a loaded “P80” (polymer 80%) 9 millimeter Glock style handgun, additional 9 millimeter ammunition, a large amount of Xanax for sale, cash and an additional “P80” (polymer 80%) 9 millimeter Glock style handgun were located. Neither of the firearms were found to be register.

Both Ambriz and Lopez were arrested for numerous firearm and narcotics related offences.

On June 18, at approximately 10:55 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) contacted two juveniles (15yrs and 17yrs) at the 200 block of Carmelita Court. When officers attempted to contact them, the two juveniles fled on foot. Officers were able to stop the subjects a short distance away, and found the juveniles to be known criminal street gang members within the City of Oxnard.

The fifteen-year-old was found to have a loaded 9 millimeter Norico semi-automatic handgun in his waistband. The firearm was found to be unregistered, and the fifteen-year-old was charged with numerous firearms related violations. The seventeen-year-old was also arrested for a violation of his probation terms.

SUBJECT: Increased Enforcement Leads to Arrest of Auto Thieves

As the city of Oxnard continues to deal with the COVID-19 pandemic, auto theft in the city has not decreased. So far, in 2020, 386 auto thefts have been reported in the city of Oxnard. Oxnard Police Department Property Crimes Detectives, members of the Ventura County Auto Theft Task Force (VenCATT), and Oxnard Police Department Patrol Officers have been working to recover these vehicles and take those responsible into custody.

The following Oxnard residents were recently arrested for possessing a stolen vehicle or were wanted for violations related to auto theft:

On June 10, 2020, Oxnard resident Jesus Vazquez was contacted by Oxnard Police Department Patrol Officers while in possession of a stolen vehicle. Vazquez has a history of arrests related to narcotics, robbery, and possessing burglary tools.

On June 12, 2020, Oxnard resident Fernando Lopez Morales was observed driving a stolen vehicle in the area of Oxnard Blvd. and Third Street. During the detention, it was discovered that Morales stole the vehicle during a robbery the night before. Morales is on probation for driving a stolen vehicle and was arrested for driving a stolen vehicle one month ago.

On June 13, 2020, Oxnard resident Fidel Galvan was contacted by patrol officers while in possession of a stolen vehicle. Galvan has four prior arrests for possession of a stolen vehicle and an arrest history involving burglary and possession of the stolen property.

On June 18, 2020, Auto Theft Detectives located a stolen vehicle in the area of Roosevelt Avenue and Camino Del Sol. Next to the stolen vehicle, Detectives contacted Luis Saldana and Antonio Alzalde. Saldana, who has an extensive history related to auto theft and is a Post Release Offender (PRO), was arrested for violating the terms of his release. Alzalde, was also arrested for failing to appear in court for a previous stolen vehicle arrest.

The Oxnard Police Department wants to encourage members of the public to use auto theft prevention devices, such as steering wheel locks and vehicle alarms, and to never store vehicle keys inside of their vehicle. Remember to “Lock it, Take it, Keep it.”

SUBJECT: Collaborative Fireworks Operations Lead to Multiple Arrests and Citations

OXNARD POLICE DEPARTMENT AND THE PORT HUENEME POLICE DEPARTMENT PARTNER IN PHASE TWO OF FIREWORKS OPERATION:

The Oxnard Police Department and the Port Hueneme Police Department worked together in the second phase of a “Buy-and-Bust” fireworks operation identified as “Dark Skies.” Complaints from residents in both cities over the past few weeks regarding illegal fireworks activity prompted the two cities in this partnership. The primary purpose is to target illicit online firework sellers operating in both Oxnard and Port Hueneme. The first phase of Operation Dark Skies yielded over 700 pounds of dangerous fireworks being sold in Port Hueneme resulting in the arrest of 3 individuals, all residing in the City of Oxnard.

An anonymous tip into the Port Hueneme Police Department through its fireworks email tip line, led officers of both cities to a residence located in South Oxnard. A 35-yr-old male occupant of the home was contacted and a search of his room was conducted. Over 3,000 fireworks were located and subsequently confiscated. Due to the quantity seized, the Ventura County Sheriff’s Bomb Squad recovered the illegal fireworks for destruction. The subject was arrested and released on a misdemeanor citation. He was also issued a civil citation that carries with it a $1,000 fine.

Possessing, transporting, or selling illegal fireworks may be considered a felony in California, based on amount and weight. If illegal vendors cooperate with police and surrender the explosives, they are charged with a misdemeanor and issued a citation.

All fireworks are illegal in both Oxnard and Port Hueneme.

The Oxnard Police Department is seeking the public’s assistance in locating a missing dependent adult. Lilly Winkle, the 84-years-old female, was reported missing from her residence at 333 N. F St. in Oxnard at about 9:00 PM. Lilly is described as a Hispanic female, 5’2”, 118 pounds, white hair, and brown eyes. She was last seen possibly wearing a jean jacket and blue jeans.

It is not known where Lilly may have gone. If you see her, please call the Oxnard Police Department dispatch center at (805) 385-7740

Lilly Winkle was located by off-duty police personnel who continued searching for her after their shift. She is safely reunited with her family.

On June 16, 2020 at approximately 9:19 P.M., officers from the Oxnard Police Department were dispatched to the 200 block of Cuesta Del Mar, in reference to a shooting victim. When officers arrived, they located a 24-year-old male Oxnard resident suffering from a gunshot wound to his upper torso. He was transported to an area hospital and is currently listed in critical condition. Investigators from the Oxnard Police Department Violent Crimes Unit responded to the scene to assist with the investigation. The investigation is ongoing and no further information is available at this time. SUBJECT: Gang Members / Prohibited Persons Arrested for Firearms and Ammunition

On June 13, at approximately 6:05 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) attempted to contact four subjects at the intersection Cooper Road and Roosevelt Avenue. Immediately, all four subjects began to flee from the officers. One of the subjects, later identified as a juvenile Oxnard resident (15yrs), threw an object over the fence into the rear lot of a church at the northwest corner of the intersection. Two of the other subjects were detained a short distance away, and were identified as an additional juvenile Oxnard resident (14yrs) and Freddy Garcia (20yrs). Garcia and the two juveniles are known criminal street gang members within the City of Oxnard, on probation in the County of Ventura and the juveniles are prohibited persons from possessing firearms and/ or ammunition due to prior felony convictions.

The object thrown over the fence was later found to be a loaded 9 millimeter Makarov IJ70 semi-automatic handgun. The juvenile (15yrs) that threw the loaded firearm was later located at his residence in the 500 block of north Roosevelt Avenue. A probation search was conducted, and an additional semi-automatic magazine and additional ammunition were located in the possession of the juvenile (14yrs) that was contacted with Garcia.

Both Juveniles were arrested for various firearms related charges, and Garcia was arrested for a violation of his probation terms.
