On June 4^th, 2020, at around 1:00 AM, Oxnard Police Officers conducted a traffic stop on a 2006 Audi for a vehicle code violation in the 4700 block of South “J” St. The driver, Hector Gutierrez, was on active probation with various search terms. During a search of the vehicle, officers located an unloaded 9mm semiautomatic handgun in the trunk. Officers also located a high capacity magazine, live ammunition, narcotics and a large sum of money.

Gutierrez has previously been convicted of a felony and is prohibited from possessing firearms. The firearm located in his vehicle was not registered to him. Gutierrez was arrested for numerous felony charges related to firearm, ammunition and high capacity magazine possession and narcotic sales.

The Oxnard Police Department is seeking the public’s assistance in locating a missing dependent adult. Maria Luisa De La Cerda, a 78 year old female, was reported missing from her residence in the 1900 block of Camino Del Sol in Oxnard at about 5:00 PM. Raya is described as a Hispanic, female, 5’3”, 140 pounds, gray hair and brown eyes. She was last seen wearing a pink jacket, pink pants, and white shoes.

It is not known where Raya may have been headed. If you see her, please call the Oxnard Police Department dispatch center at (805) 385-7740

Maria Luisa De La Cerda has been located and safely reunited with her family.

SUBJECT: Oxnard man arrested for possessing a loaded firearm and narcotics

LOCATION: 3200 Block Saviers Road

SUSPECT: Alberto Guillermo Flores, age 27, Oxnard resident

On June 3^rd, 2020, at around 3:00 AM, Oxnard Police Officers conducted a traffic stop on a 2018 Toyota Camry for a vehicle code violation in the 3200 block of Saviers Road. The driver, Alberto Guillermo Flores, was found to be in possession of a controlled substance. During a search of Flores’ vehicle, officers located a loaded 9mm semiautomatic handgun on the floor board.

Flores was the sole occupant of the vehicle and was arrested without incident for several felony firearm and narcotic related charges.

SUBJECT: Robbery and Attempt Carjacking Arrest

LOCATION: 2800 block Saviers Road, Oxnard, CA

SUSPECT: Jonathan Martinez, 21-year-old Oxnard resident

On the above date and time, officers from the Oxnard Police Department responded to the 2800 block of Saviers Road regarding a robbery with a handgun. Once on scene, officers contacted the victim, who said that he had noticed a subject attempting to take his bicycle that was locked outside of a business. The victim confronted the suspect, who produced a handgun and told the victim to unlock his bike. The victim, fearing for his safety, unlocked his bicycle and the suspect fled on the bike. The suspect was described as a Hispanic male, approximately 25 years old, wearing a gray sweatshirt and black pants.

Officers were also contacted by a second victim in the area, who claimed that a suspect attempted to take his vehicle. As the victim was seated in his vehicle, the suspect approached the victim at the driver’s side window, and told the victim to get out of of the car as he held the handle of a firearm. The victim was able to drive away from the suspect. The victim gave a similar description of the suspect that matched the description of the robbery suspect.

Officers patrolling the area observed a subject matching the suspect’s description who was riding a bicycle similar to the victim’s bicycle in the area of Pleasant Valley Road and Squires Drive. Officers contacted and detained this subject, who was positively identified by both victims. The suspect, Martinez, was also found to be in possession of a black BB gun. Martinez was arrested for robbery and attempt carjacking.

Bicycle and Pedestrian Safety Operation Planned for May 31^st

The Oxnard Police Department will conduct a bicycle and pedestrian safety enforcement operation on May 31, 2020, between 10 a.m. to 2 p.m. aimed at keeping people who need to go out to exercise or run essential errands safe.

While the COVID-19 pandemic is requiring residents to stay home as much as possible, the Oxnard Police Department recognizes the need to protect the public by looking for violations made by bicyclists, drivers, and pedestrians that make roads unsafe.

These violations include drivers speeding, making illegal turns, failing to yield to pedestrians in crosswalks, failing to stop for signs and signals, or any other traffic violation. Officers will also look for pedestrians who cross the street illegally or fail to yield to drivers who have the right of way. Bike riders will be stopped when riding on the wrong side of the road, not complying with stop signs and signals, or other violations of the same traffic laws that apply to them as drivers.

To keep you and your family safe, the Oxnard Police Department offers the following tips when out biking, driving, or walking:

PEDESTRIANS

· Only cross at marked crosswalks or intersections with a stop sign or signal.

· Look for cars backing up. Avoid going between parked cars.

· Make eye contact with drivers. Don’t assume they see you.

· Wear bright clothing during the day and use a flashlight when walking at night.

DRIVERS

· Wait for pedestrians to cross the street. Be courteous and patient.

· Stay off the phone.

· Follow the speed limit.

· Look for pedestrians when backing up or turning.

BICYCLISTS

· Always wear a helmet. Helmets are required by law for anyone under 18.

· Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.

Everyone who is out is reminded to practice physical distancing measures, when feasible, staying at least six feet away from others.

The Oxnard Police Department will be conducting motorcycle safety enforcement

The Oxnard Police Department will have extra officers out on patrol Sunday, May 31, 2020, between 2:00 p.m. to 6:00 p.m. looking for violations made by drivers and motorcyclists that increase the risk of crashes.

With nearly 900,000 registered motorcycles in the state, many road users are going places without the same protections as drivers. Motorcycle riders are 28 times more likely to die in a crash than vehicle occupants.

To help protect you and your family, keep the following tips in mind while driving or riding:

Drivers

· Always check twice for motorcycles in your mirrors and blind spots.

· Use your signal when changing lanes.

· Never follow a motorcycle too closely. Always keep a safe distance.

· When at an intersection, allow enough space before turning.

Motorcyclists:

· Always wear a DOT compliant helmet and protective gear like gloves and leather clothing.

· Consider adding reflective tape to your clothing to make it easier for other drivers to see you.

· Keep your lights on at all times, even during the day.

· Don’t assume drivers see you: signal well in advance before changing lanes and watch for turning vehicles.

· Although lane splitting is legal, the practice is not encouraged at high speeds in free-flowing traffic, or between large vehicles like big rigs and motor homes.

During these trying times, the safety of the community remains our top priority and the Oxnard Police Department recognizes the need to protect the public by looking for violations made by drivers and riders that put the public at further risk.

SUBJECT: Man Arrested for Three Counts of Continuous Sexual Abuse of a Child

On May 27, 2020, patrol officers from the Oxnard Police Department responded to the 400 block of West Yucca Street regarding alleged sexual abuse to three children. The Oxnard Police Department’s Family Protection Unit was notified and took over the investigation. The investigators interviewed the children who reported they were molested by their stepfather, Nick Langkilde between 2015 to May 2020.

On May 29, 2020, at about 12:45 P.M., the Oxnard Police Department’s Special Enforcement Unit arrested Mr. Langkilde at McDonald’s located at 4860 Santa Rosa Road in the City of Camarillo. Mr. Langkilde was taken into custody without incident for three counts of violation of California Penal Code section 288.5(a), Continuous Sexual Abuse of a Child. Mr. Langkilde was booked into the Ventura County Pre-Trial Detention Facility on a bail amount of $5,000,000.

SUBJECT: Man arrested for a loaded firearm and narcotics

LOCATION: 500 block of La Canada Avenue

VICTIM: State of California

SUSPECT: Francisco Lopez, age 25, Oxnard resident

VEHICLE: 2000 Honda Accord

On May 28, 2020, at approximately 2:25 AM, a patrol officer conducted a traffic stop on a 2000 Honda Accord for a Vehicle Code violation in the 500 block of La Canada Avenue. As the officer approached the vehicle, he noticed a passenger exit and flee. During the investigation, a loaded handgun was discovered under the driver seat as well as a sawed-off shotgun. The driver, Francisco Lopez, was arrested without incident. During Lopez’s arrest, a small amount of methamphetamine and ammunition consistent with firearms possession was located on Lopez. Lopez was subsequently arrested for several felony firearm-related charges and possession of a control substance.
