SUBJECT: Parolee Arrested for Felony Evading and Hit and Run with Injury

On September 14, at approximately 7:50 p.m. officers from the Oxnard Special Enforcement Unit (Gang Unit) attempted to conduct a traffic stop on a vehicle for a traffic infraction. The driver, identified as Alexis Sandoval, failed to yield and a pursuit ensued. The pursuing officer cancelled the pursuit as Sandoval began to drive with a willful and wanton disregard for the safety of others.

After discontinuing the pursuit, the officer checked westbound Wooley Rd. and located Sandoval running south across Wooley Rd. The officer observed that the vehicle Sandoval was driving appeared to have collided with the western curb of Novato just north of Wooley Rd. Sandoval was ultimately apprehended in the 1100 blk. of Novato.

A female passenger, identified as Daniella Arbizu, was also observed fleeing from the vehicle Sandoval was driving. She was located in the 1000 blk of Novato and arrested for a felony warrant for child abuse. Sandoval and Arbizu stated they both suffered injuries from the traffic collision. Sandoval was charged with felony evading, hit and run causing injury, and a parole violation. Sandoval is on parole for assault with a deadly weapon.

SUBJECT: Narcotics Sales Arrest

SUSPECTS: Gabriel Fernandez, 23 year old Oxnard resident

On September 9, 2020, the Oxnard Drug Enforcement Unit (DEU) concluded a narcotics sales investigation regarding Gabriel Fernandez, a 23 year old Oxnard resident, selling Fentanyl in the City of Oxnard. During the investigation, Detectives authored and obtained a search warrant for Fernandez and his residence. With the assistance of Oxnard Patrol Officers, DEU Detectives conducted a traffic stop on Fernandez and served a search warrant at his residence. Officer located two bags containing fentanyl on his person at the traffic stop.

During a search of Fernandez’ residence, detectives located Fentanyl, scales, and US Currency consistent with street level drug sales. The amount of Fentanyl located in Fernandez’ possession could have caused over 7,000 potentially fatal overdoses. Fernandez was charged with possession for sales of Fentanyl and transportation of Fentanyl, both felonies. Fernandez was booked into jail with a bail request of $350,000. Additionally, Detectives seized a large quantity of dangerous mortar fireworks.

SUBJECT:               Narcotics Sales and Firearm Arrest
SUSPECTS: Christian Perez, 29 year old Oxnard resident

On September 12, 2020, the Oxnard Police Department Special Enforcement Unit (SEU) and detectives with the Oxnard Police Department Drug Enforcement Unit (DEU) concluded a narcotics sales investigation regarding Christian Perez, a 29 year old Oxnard resident, suspected of selling Methamphetamine throughout the City of Oxnard. During the investigation, Detectives authored and obtained a search warrant for Perez as well as his residence. With the assistance of the Oxnard Police Department K-9 Unit, SEU officers conducted a traffic stop on Perez and served a search warrant at his residence. Officers located numerous bags containing Methamphetamine for sales, as well as numerous containers of illegal prescription medication, also for sales, and heroin. A shotgun and a loaded handgun, as well as numerous rounds of ammunition were also located at the residence. Perez was charged with possession for sales of Methamphetamine, possession for sales of Xanax, transportation of Xanax for sales, and felon in possession of firearms, all felonies.

Perez was arrested without incident and is currently being held at the Ventura County Sheriff’s Department, Pre-Trial Detention Center, in lieu of his bail, which was set at $350,000.

SUBJECT: Gang member arrested for Firearm

On September 5^th, 2020, at approximately 4:30 PM, officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop on a white Dodge Charger for a vehicle code violation in the 900 block of E. Second St. A subject in the vehicle was found to be on probation with search terms. During a search, a loaded concealed and unregistered firearm was located in the vicinity of a 17 year old documented gang member. That juvenile was arrested for multiple felony firearms violations. The adult driver, Jose Reyes (23 years old) was arrested for allowing a passenger to have a firearm in the vehicle. A third passenger was also arrested for a separate offense.

Oxnard beaches to remain open but parking will be limited and residents are reminded to adhere to the County Health Order

As we look ahead to this Labor Day weekend, the Oxnard Police Department would like residents to know that our beaches are open, however all safety guidelines in our current County Health Order must be observed. Please gather only with members of the same household and follow social distancing guidelines at all times. "No Parking" signs will be posted in residential neighborhoods to prevent overcrowding. SUBJECT: Gang Member Arrested for Firearm Possession

LOCATION: 2900 Block of South Rose Avenue

On September 4^th, 2020, at approximately 6:30 PM, officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop on a black Jeep Grand Cherokee for a vehicle code violation in the 2900 block of South Rose Avenue. The driver, David Gasca (24 yrs.), was contacted in the vehicle. Gasca is a known criminal street gang member within the City of Oxnard and on probation with search terms.

Pursuant to Gasca’s search terms, officers searched the vehicle and located a loaded .380 semi-automatic handgun concealed within the vehicle. Additional rounds of ammunition were located as well. A records check revealed the firearm as stolen in the City of Port Hueneme. Gasca was arrested for numerous felony violations.

SUBJECT: DUI and Driver’s License Checkpoint Results

Four Drivers Arrested at Oxnard DUI Checkpoints

Oxnard, Calif. – Four drivers were arrested for DUI while conducting two DUI checkpoints on September 4, 2020. The checkpoints were held at Rose Avenue and Lindsey Place and at Victoria Avenue and Hemlock Street from 8:00 p.m. to 2:00 a.m.

Forty-nine drivers were cited for operating a vehicle unlicensed or with a suspended/revoked license, 24 traffic citations issued, two vehicles were towed, and 1494 vehicles screened.

Checkpoint locations are based on a history of crashes and DUI arrests. The primary purpose of checkpoints is not to make arrests, but to promote public safety by deterring drivers from driving impaired.

As businesses continue to reopen, including bars and restaurants, impaired driving remains a top traffic safety concern. Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

SUBJECT: Narcotics Sales Arrest / Felony Warrant Arrest

SUSPECTS: Juan Arceo, 49 year old Oxnard resident

Miguel Cardenas, 43 year old Oxnard resident

On August 20, 2020, the Oxnard Drug Enforcement Unit and the Ventura Police Department Street Crimes Unit served a search warrant in the 1000 block of King Street in reference to Juan Arceo being involved in drug sales. Arceo was contacted and taken into custody for maintaining a drug house, a felony. On August 21, 2020 Arceo bailed out of jail.

On August 28, 2020, DEU detectives responded to a fatal overdose in the same area where Arceo lived. During the investigation, detectives learned that Arceo had been released from jail and was continuing his drug activity in the neighborhood.

On September 2, 2020, at approximately 9:23 a.m., the Oxnard Drug Enforcement Unit (DEU) served an arrest warrant in the 1100 block of King Street for, Juan Arceo, in reference to an active narcotics warrant. During the warrant service, Arceo was contacted in front of the residence and taken into custody. Detectives observed Miguel Cardenas, 43 year old Oxnard resident, flee into the residence. Cardenas had an active felony warrant for robbery. Detectives located Cardenas hiding in the residence and he surrendered peacefully when contacted.

After both subjects were taken into custody, Detectives conducted a probation search of Arceo’s residence per his search terms. During a search of his bedroom, detectives located a large quantity of Methamphetamine, Fentanyl, and Cocaine consistent with street level drug sales. The amount of Fentanyl located in Arceo’s possession could have caused over 9,000 fatal overdoses. Arceo was charged with two separate counts of possession for sales for the different drugs, possession of ammunition by a convicted felon, and maintaining a drug house, all felonies. Arceo was booked into jail with a bail request of $500,000.
