SUBJECT:    Documented Gang Member Arrested for Firearm Possession

LOCATION:  100 blk. West Channel Islands Blvd., Oxnard

SUSPECTS:  Pedro Collazo, 24-year-old Oxnard resident

On November 8th, at approximately 8:21 p.m. officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a suspected traffic infraction in the 100 blk. of West Channel Islands Blvd.  Upon contacting the occupants, the officers learned that the right front passenger, Pedro Collazo, was currently on the Post Release Offender Program, created by Assembly Bill 109 – the 2011 Public Safety Realignment – effective October 1, 2011.  This program mandates individuals sentenced to non-violent, non-serious (irrespective of priors) or non-sex offenses will serve their sentences in county jails instead of state prison. The public should be aware that release under AB 109 is based on the offender’s most recent committing offense. Prior convictions are not considered.  Collazo is also a documented criminal street gang member in the city of Oxnard. 

Officers searched the vehicle pursuant to Collazo’s terms and located a loaded semi-automatic handgun, ammunition, and methamphetamine.  Collazo was ultimately charged with several felony firearms violations as well as narcotics violations.

SUBJECT:    Firearms Arrests

SUSPECTS: Nickolas Munoz, 18 year old Oxnard resident

                      Michael Macias, 18 year old Oxnard resident

LOCATION:  Fifth Street and “D” Street, Oxnard

On November 7, 2020, at approximately 2:45 PM, officers from the Oxnard Police Department conducted a traffic stop on a white Nissan Sentra for a vehicle code violation at the above location. A subject in the vehicle was found to be on probation with search terms.  During a search, a loaded concealed firearm was located on one of the passengers, Nickolas Munoz. The firearm was also determined to have been stolen.  Munoz was arrested for multiple firearms violations, as well as receiving stolen property. 

 

A second loaded firearm was located in the immediate vicinity of the right front passenger, Macias.  Macias was also found to be in possession of a controlled substance.  Macias was arrested for multiple firearms violations, including possession of a controlled substance with a firearm.

SUBJECT:   Carjacking and Pursuit Leads to Arrest of 17-Year-Old Suspect

LOCATION:  Oxnard Boulevard and Magnolia Avenue

SUSPECT:   Name withheld, 17-year-old male

VEHICLE:     Gray, 2018 Audi Q5

On November 7, 2020, at 3:36 a.m., officers from the Oxnard Police Department responded to the strip mall parking lot located at the intersection of Oxnard Boulevard and Magnolia Avenue in reference to a carjacking with a handgun that just occurred.  The stolen vehicle was described as a gray, 2018 Audi Q5 that fled the scene driven by the 17-year-old male suspect. 

Within one minute of the incident, responding officers located the Audi traveling at a high rate of speed a short distance away.  Officers pursued the vehicle for less than one minute because it collided with three parked vehicles near the intersection of Colonia Road and Harrison Avenue.  The suspect ran from the stolen vehicle but was apprehended by officers after a brief foot chase.  The suspect discarded a black, replica handgun (bb gun without orange markings) as he was running and it was recovered from the scene. 

During the investigation, officers discovered that the same suspect attempted to carjack another vehicle from a victim in the same parking lot but was unsuccessful when that victim ran away.

The suspect is currently on probation in Ventura County from previous crimes of robbery, stolen property and possession of weapons.  He was booked into the Ventura County Juvenile Hall on charges of carjacking, attempted carjacking and fleeing the scene of the collision.

On November 7, at approximately 5:26 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) and Patrol Division conducted a traffic stop of a white Chevy Impala for a traffic violation.  Officers contacted Fernando Gutierrez (30yrs) and two juveniles (16yrs and 17yrs) in the vehicle.  The two juveniles are known criminal street gang members within the City of Oxnard, and currently on probation.

 

Officers conducted a search of the vehicle, and located a Springfield 1911-A1 concealed under the driver’s seat, ammunition and a holster attached to the underside of the dash below the steering column.  Gutierrez was arrested for illegal possession of a firearm. 

 

One of the juveniles (16yrs) was arrested for a violation of his gang and weapons terms attached to his probation.

On November 3, 2020 at 3:55 p.m., officers from the Oxnard Police Department responded to Victoria Avenue and Gonzales Road regarding a stabbing that resulted from a road rage incident. When officers arrived, they located a 28-year-old male suffering from multiple stab wounds. The stabbing victim identified Patrick Bradford, a 43-year-old Oxnard resident, as the person who stabbed him. Bradford remained at the scene and was taken into custody.

The victim was transported to Ventura County Medical Center (VCMC) and was listed in stable condition. Investigators responded and interviewed the involved parties. Bradford was later booked for assault with a deadly weapon.

The Oxnard Police Department will be conducting motorcycle safety enforcement

 

The Oxnard Police Department will have extra officers out on patrol on November 8, 2020, between 10:00 a.m. to 2:00 p.m. looking for violations made by drivers and motorcyclists that increase the risk of crashes.

 

With nearly 900,000 registered motorcycles in the state, many road users are going places without the same protections as drivers. Motorcycle riders are 28 times more likely to die in a crash than vehicle occupants.

 

To help protect you and your family, keep the following tips in mind while driving or riding:

 

Drivers

 

·         Always check twice for motorcycles in your mirrors and blind spots.

·         Use your signal when changing lanes.

·         Never follow a motorcycle too closely. Always keep a safe distance.

·         When at an intersection, allow enough space before turning.

Motorcyclists:

·         Always wear a DOT-compliant helmet and protective gear like gloves and leather clothing.

·         Consider adding reflective tape to your clothing to make it easier for other drivers to see you.

·         Keep your lights on at all times, even during the day.

·         Don’t assume drivers see you: signal well in advance before changing lanes and watch for turning vehicles.

·         Although lane splitting is legal, the practice is not encouraged at high speeds in free-flowing traffic or between large vehicles like big rigs and motor homes.

 

The state’s stay-at-home order requires residents to stay at home and only go out to run essential errands or exercise. When out, please remember to practice physical distancing measures when feasible, staying at least six feet apart from others.

 

During these trying times, the safety of the community remains our top priority, and the Oxnard Police Department recognizes the need to protect the public by looking for violations made by drivers and riders that put the public at further risk.


Funding for motorcycle safety enforcement operations are provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Sebastian was in the company of three additional occupants, all known criminal street gang members within the city of Oxnard.

 

Castillo consented to a search of the vehicle. During the search, officers located a loaded 9mm Glock 19 semi-automatic handgun hidden in the engine compartment. The firearm was also found to not be registered to Castillo or any of the occupants. Castillo was arrested for various firearms related violations.
