On 11/17/20, at around 12:11 AM, an officer on patrol observed a vehicle being driven erratically near the intersection of Third Street and Rose Avenue. The officer conducted a traffic stop on the vehicle in the 500 block of S. Rose Avenue. The vehicle was occupied by the driver, Gerald Silva (age 25) and an adult female passenger (age 22). Silva is on parole. During a search of the vehicle, officers located a loaded .40 caliber handgun in the glove compartment. Silva was subsequently arrested for various felony firearm related charges including being a prohibited person in possession of a firearm. The unidentified female passenger provided officers with false information about identity. She was later found to be on probation and subsequently arrested for a misdemeanor charge of providing false information to officers.

SUBJECT: Serious injury traffic collision involving a pedestrian

On November 15, 2020, at approximately 7:46 p.m., officers from the Oxnard Police Department and EMS personnel responded to a traffic collision involving a vehicle and a pedestrian that occurred on C Street north of Fifth Street. Officers determined that a 2014 Cadillac ATS sedan struck a 30-year-old male of Oxnard. The pedestrian sustained significant injuries and was transported to the Ventura County Medical Center where he is listed in critical condition. The driver of the Cadillac remained at the scene and provided information regarding the collision.

Traffic investigators responded to the scene and took over the investigation. Based on the initial investigation, it was determined that the pedestrian was walking eastbound on C Street north of Fifth Street, and for unknown reasons, walked into the path of the Cadillac which was traveling northbound on C Street. Immediately after the collision, the driver stopped and parked the vehicle along the right side of the roadway. The speed of the vehicle does not appear to be a contributing factor to the collision; however, it was determined the pedestrian had been drinking alcohol.

SUBJECT: Child seriously injured in Colonia hit and run crash

Oxnard officers are searching for the person responsible for seriously injuring a 4-year-old girl in a hit and run crash.

On Sunday, November 15, 2020, at around 9:06 a.m. officers responded to a hit and run crash on Colonia Road and Bonita Street in the Colonia neighborhood.

A black Ford Expedition was reported to have been travelling northbound on Bonita Street near the intersection of Colonia Road when it hit the 4-year-old who was walking with her mother and two siblings in the intersection. The girl was dragged about 50 feet. After the crash, the SUV kept driving and continued westbound on Colonia Road. The 4-year-old suffered serious injuries and was taken to VCMC.

The driver is described as a Hispanic male, 30s, with a shaved head and wearing dark clothing.

The Oxnard Police Department is investigating an accidental death after a man fell from a third-story Forest Park Bl. railing.

On November 15, 2020 at about 12:09 a.m., officers responded to the 700 block of Forest Park Bl. located in the Riverpark community reference an injured man.

Witnesses said the man,23, of Santa Barbara fell to his death when he fell over the railing of the third-story apartment.

Police are investigating the death as an accident pending an autopsy. Alcohol may have played a role in the fall.

On November 12, 2020, Detectives from the Oxnard Police Department Drug Enforcement Unit (DEU) completed an investigation at a residence in the 1000 block of South K Street in reference to a narcotics investigation related to the sale of Fentanyl. During the investigation, detectives observed Jose Soto, 32 year old Oxnard resident, exit the residence and enter a vehicle. Detectives observed a narcotics transaction take place inside of the vehicle. Detectives contacted Soto while he was seated in a vehicle. Soto surrendered without incident and was found to be in possession of Fentanyl. Upon completion of the investigation, Soto was charged with possession for sale of Fentanyl, a felony, and booked into Ventura County Jail.

On November 13, 2020, at approximately 5:30PM, an officer from the Oxnard Police Department attempted to contact multiple subjects in the alley of Terrace Avenue. All subjects fled from the officer. As the officer pursued one of the subjects later identified as Alejandro Garcia, Garcia discarded a firearm. This firearm, a loaded unregistered revolver, was recovered and Garcia was detained. He was arrested for firearm violations and resisting an officer.

On November 12, 2020, at approximately 1:30PM officers from the Oxnard Police Department’s Homeless Liaison Unit responded to the 2700 block of S. Ventura Road regarding possible narcotic activity in the parking lot of the businesses. Upon arrival, officers observed several subjects sitting outside a vehicle parked on the property. The officers contacted the subjects and located open containers of alcohol and drug paraphernalia. The subjects were detained by the officers for an investigation of narcotics possession and use.

As officers contacted Laburu, a struggle ensued. Officers located a loaded .22 caliber revolver in Laburu’s pocket. Officers were able to retrieve the handgun and take Laburu into custody without further incident. Laburu was arrested for being under the influence, resisting officers and several firearms violations.

On November 12, at approximately 7:40 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) contacted the occupants of a green Honda Accord at the 2400 block of south Victoria Avenue. Officers contacted Antonio Chavez (26yrs) and a juvenile (16yrs) in the vehicle. The juvenile is a known criminal street gang member within the Cities of Oxnard and Port Hueneme. As officers spoke with Chavez and the juvenile, they saw the grip of a revolver protruding from the pocket of the juvenile as he sat in the vehicle.

Officers had the juvenile exit the vehicle and found that he had a concealed loaded Titan .38 Special revolver in his pocket. The juvenile was arrested for several firearms related charges.

During the contact and with the assistance of the Oxnard Police Department K-9 Unit, the driver was found in possession of just under an ounce of psilocybin mushrooms, over a pound of marijuana, packaging for sale and approximately $1000 in cash. The driver was arrested for possession of controlled substances for sale.

Traffic Safety Operation Planned for Sunday, November 15, 2020

The Oxnard Police Department will be holding a traffic safety enforcement operation on Sunday, November 15. 2020 from 4:00 p.m. to 8 p.m. focused on violations that put other people on the road at risk.

These violations include speeding, failure to yield, failure to stop for signs and signals, illegal turns, pedestrians who cross the street illegally, or bike riders not complying with stop signs and signals.

To keep you and your family safe, the Oxnard Police Department offers the following tips when out biking, driving or walking:

PEDESTRIANS

· Try to cross at marked crosswalks or intersections with a stop sign or signal.

· Look for cars backing up. Avoid going between parked cars.

· Make eye contact with drivers. Don’t assume they see you.

· Wear bright clothing during the day and use a flashlight at night.

DRIVERS

· Wait for pedestrians to cross the street. Be courteous and patient.

· Stay off the phone.

· Follow the speed limit.

· Look for pedestrians when backing up or turning.

BICYCLISTS

· Always wear a helmet. Helmets are required by law for anyone under 18.

· Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.
